Chairperson Nixt stated he spent 45 minutes at Sunfish Express at 7:45 a.m. at the request of Mr. <br />Yamoutpour to see the traffic and walk the site. He indicated he understands that since Staff has <br />said thc vacuum lines cannot be in the north side location there has been an alternative proposed <br />o/'running sewer lines under the vacuum pillars to the City can hook up when they are ready. <br /> <br />Chairperson Nixt noted this is one of two entrances to the strip mall, and he does not know if it is <br />l~air to put all of the traffic issues on this applicant. He stated this expansion does not impact the <br />ingress/egress issues already there. He indicated that after being on the site Wednesday morning, <br />he did not observe the traffic concerns that Staff mentioned to the degree being expressed. He <br />stated be is in favor of the applicant's request. <br /> <br />Commissioner Van Scoy asked if the driveway is being reduced. <br /> <br />Assistant Colnmunity Development Director Frolik stated the access area to the store and gas <br />pumps is currently 50 feet wide, and is being reduced to 30 feet with the addition. <br /> <br />(',ommissioncr Van Scoy stated when he drives here the west side is the difficult area, with a <br />vagtlc traffic sight line on the other side of the vacuum island. <br /> <br />Chairperson Nixt asked if the proposed vacuum islands on the north side of the property meet the <br />setbacks. <br /> <br />Assistant Co~nlnunity Development Director Frolik stated she did not even measure because she <br />thought it was a mute point. She indicated the vacuum islands are not a structure, so they would <br />just have to stay out of the railroad right-of-way. She stated it would need to be specified that if <br />the wtcuum islands needed to be removed it would be done at the owner's expense, and that they <br />wore not located in the railroad easement. <br /> <br />Commissioner Braucr asked if Staff's concern is the vacuum islands. <br /> <br />Assistant Community Development Director Frolik stated that is a secondary concern. However, <br />she indicated to utilize the vacuum island you would have to cross and back into traffic. There is <br />also a concern about the traffic patterns around the building with the addition of the oil change <br />bay. <br /> <br />Commissioner Brauer asked when the City starts regulating traffic flow within strip malls. He <br />asked il' they could say that the reason for denying a request is the traffic flow pattern. <br /> <br />Assistant Community Development Director Frolik indicated the City and the Planning <br />Commission has the jurisdiction to look at public safety issues, and Staff feels this could be a <br />safety issue. <br /> <br />Commissioner Lcvine indicated he wonders how many cars will be coming out of the oil bay <br />al'ca. <br /> <br />Planning Commission/July 7, 2005 <br /> Page 9 of 16 <br /> <br /> <br />
