Chairperson Nixt stated it would be at most two cars every 15 minutes. He indicated when he <br />has his oil changed he is guided out at least part way, and that could be made a condition. He <br />stated hc does not feel traffic from the oil change bays or changing the location of the vacuum <br />islands creates enough impact to deny the applicant's request. <br /> <br />(;ommissioner Johnson stated he has been persuaded by Chairperson Nixt and Commissioner <br />Braucr's comments, noting neither of them are known for softness in addressing traffic issues. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to recommend that the City <br />('ouncil approve the proposed site plan dated March 22, 2005 for an expansion of the Sunfish <br />I';xprcss fhcility at 6401 Highway # 10 NW, conditioned on verifying with the City Engineer that <br />installation of urban services under the vacuum island is acceptable to the City, and that the <br />vacuu~n islands meet the required setbacks. <br /> <br />(',ommissioncr Brauer asked if the applicant installs sewer lines now, if that will cause problems <br /> thc City later. <br /> <br />Assistant Community Development Director Frolik indicated she would have to defer to the City <br />l.;nginccr, but believes the motion covers those concerns. <br /> <br />Commissioner Van Scoy asked how many cars would stack going into the bays. <br /> <br />Assistant Community Development Director Frolik stated the plan shows space for three <br />vehicles. <br /> <br />Commissioner Van Scoy asked if they could require striping. He stated the traffic there is <br />chaotic, and maybe stripping would help. <br /> <br />Assistant Community Development Director Frolik stated she is not sure striping would help, <br />because it depends on what service you are trying to get to. <br /> <br />Corem issioner Van Scoy asked what the large circular area represents. <br /> <br />Chairperson Nixt stated it is a sidewalk area. He indicated there is minimal reconfiguration of <br />thc sidcwalk that is already there. He stated that is why he does not think there will be an impact <br />to tral'fic because they are not substantially changing the current layout. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Levine, and <br />Shepherd, Voting No: Commissioner Van Scoy. Absent: Commissioner Watson. <br /> <br />(;ommissioner Brauer stated he thinks they need to look at strip malls like this and how the <br />l']anning Commission can regulate traffic.
