Councilmcmber Elvig stated it is the responsibility of the Council to mitigate some of this traffic, which would be accomplished by Quicksilver Circle being extended to CR 5. Councihncmber Olson concurred. Councihnember Cook stated if another access is added to CR 5 they will be creating an additional problem instead of solving a problem. He questioned if the Quicksilver access would be removed at some time when Potassium Street is extended. Mayor (;amec stated the determination with the preliminary plat approval of Shade Tree was to leave Old CR 5 as it is. Councilmcmber Jeffrey expressed concern with bringing more cars down Potassium Street onto the intersection of Alpine Drive. He spoke in favor of the Quicksilver access previously because a decent access is needed somewhere away from Alpine Drive. Mayor Gamec asked if the trees would be disturbed with the 24 foot width on Potassium Street. Assistant l~ublic Works Director Olson replied there would be minor vegetation loss and trimming of trees and branches. Staff felt there would be less impact with curbing on the west side and a 28 foot width than with a 24 foot width and urban ditch section. Councilmcmber Pearson stated sooner or later the City will need to deal with the Potassium Street hook up. Tile Council needs to take a serious look at this before they allow development to gct too iht. (iouncihncmber Elvig stated he believes Potassium Street will need to be shifted towards Alpine Drive at somc time in the future, but the Quicksilver access is the best option at this time. City Attorney Goodrich advised a resolution has been distributed to the Council that is similar to Counci hncmber Elvig's motion, as well as possible motions for the Shade Tree plat. Councihncmber Cook indicated he may be able to agree to the motion proposed by Councihncmber Elvig if the Quicksilver connection were to be temporary until the City had the ability l() improve the access off of Potassium Street where it connects to Old Nowthen Boulevard. tte cannot support this motion if it would be a permanent connection on Quicksilver. Councihncmber Elvig stated the City could negotiate first right of refusal on the four properties tn north el' CR 5, and then eliminate all three accesses onto 157 Avenue.
