CouncJlmcmber Olson noted the resolution states that the southerly access to County State Aid <br />I lighway #5 fi'om Nowthen would be closed and replaced with a cul-de-sac. She would like the <br />('ounty to weigh in before the City proceeds with this. <br /> <br />Mr. Slctmer indicated the developer would like to offer a contingency to the resolution that <br />c,,)nstruction would not begin until the spring of 2006, as long as this is pieced back to the long <br />cul-de-sac. This contingency would help the City to get through some of these timing issues. <br /> <br />('ouncihncmber Elvig stated the City does not have the capacity to master design this. They can <br />put some motions in place to get in front of this and get first right of refusal, and as property <br />becomes available they would be moving forward into a perceived master plan of sorts. If they <br />just proceed with Potassium Street at this time they may find they want to turn that road some <br />day. <br /> <br />Mayor (iamec stated he does not agree with putting in a road that will be eliminated some day. <br /> <br />(',ouncilmcmber Elvig stated the cost for the road would not be at City cost. <br /> <br />('~ouncihncmbcr Cook stated with the Quicksilver extension they would be adding something that <br />people will get used to, and there will be complaints when the City tries to remove that road. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt a resolution <br />granting contingent preliminary plat approval of Rum River Estates with contingency #3 <br />amended to include curb and gutter on the west side of Potassium Street, and that the following <br />motion adopted by the Council on June 14, 2005, to-wit: <br /> <br />~l'hat the following street alignment be incorporated for the preliminary plat and site plan <br />approval of Shade Tree Cottages: Keep the general alignment of Potassium Street with <br />thc street moved as much as possible to the west, to improve Potassium Street to a <br />mi nitnum standard width with a minimum impact. <br /> <br />Be RI';SCINDEI) and replaced with the following motion to-wit: <br /> <br />Start' is directed to negotiate first rights of refusal with the property owners of the four <br />properties located on the NE comer of County #5 and Alpine Road for purposes of <br />acquiring roadway easements for a routing from Potassium to Alpine with the goal being <br />the eventual closing of all accesses on County #5 from 157th to Alpine Road. <br /> <br />Further discussion: Mayor Gamec inquired about the necessity of curb and gutter on Potassium <br />Street. Assistant Public Works Director Olson replied it would be similar to Alpine Drive where <br />there was curb constructed on the north side with the development so it would not need to be <br />reconstructed in the future. Councilmember Elvig asked if bituminous curb could be constructed <br />on thc cast side of Potassium Street. Assistant Public Works Director Olson responded in the <br />a[lirmativc. Community Development Director Trudgeon advised a couple of meetings ago the <br />Council instructed staff to draft findings of fact in support or denial of this development.
