Itc stated Harber Industries is an established company, and is excited about moving <br />to thc ('.ity of Ramsey. He stated this will be a very energy efficient building. Mayor Gamec <br />stated thc City is happy they were chosen as the location for Harber Industries. Councilmember <br />t';1vig commended Economic Development/TIF Specialist Sullivan and Economic Development <br />(ionsultant Mulrooney for their work in bringing this forward. <br /> <br />(~ase#11: Request for an Amended Conditional Use Permit for Green Valley <br /> Greenhouse; Case of John Rowe <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik explained Green <br />Vallcy (h~ccnhouse was in operation as a lawful non-conforming use from 1977 to 1990. In <br />1990, thc City Council issued a conditional use permit for an expansion of the greenhouse <br />fit¢ility. That permit was amended again in 2000 and 2004 for the expansion plans. The 2004 <br />amendment process looked at a six year growth plan for the business and an 'ultimate <br />development area' was established in accordance with the City's standard 35% building <br />coverage restriction. She explained in 2005, Green Valley Greenhouse also began stockpiling <br />and selling bulk landscape materials. Staff notified Mr. Rowe that although the area selected for <br />the sale of bulk landscape materials complied with the ultimate business growth area established <br />in 2004, the permit did not anticipate or address stockpiling and selling materials not grown or <br />produced on the site. Mr. Rowe had two options: a) cease the sales of bulk landscape materials; <br />b) obtain an amendment to the Conditional Use Permit to allow for additional product sales. <br />Consequently, Mr. Rowe did apply for an amended Conditional Use Permit. <br /> <br />Ms. Frolik explained Mr. Rowe is proposing that the maximum area devoted to the sale of bulk <br />ltmdscapc materials would be 30' by 145'. The products to be offered for sale include crushed <br />rock, wood mulch, and soil. The product is and would continue to be stored outside in bins, She <br />a(lgiscd thc Fire Department has been working with Mr. Rowe to implement a plan that would <br />provide I~or bcttcr fire apparatus access throughout the operation. Staff determined that it would <br />be appropriate to address this issue in the amended Conditional Use Permit, if it is approved. <br />She advised the Planning Commission conducted a public hearing on September 1, 2005, and no <br />written m' verbal comments were submitted to the Commission. The draft Conditional Use <br />1)t:rmit would replace the permit issued in 2004. All of the terms from 2004 have been carried <br />()vcr into the new permit, along with the ability to include sale of landscape materials. The <br />tmctcrlining in the proposed Conditional Use Permit identifies terms and conditions being added <br />to thc 2004 version. <br /> <br />C,~mncilmcmber Cook stated Green Valley Greenhouse is a great amenity for the City. <br /> <br />t'ublic Works Director Kapler advised there is one concern of staff regarding emergency access. <br />Staff has worked with Mr. Rowe on a plan for an access way to cover the entire property.
