Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution t/05-09-337 adopting Findings of Fact #0742 relating to the request for an amended Conditional l Jsc Permit for the Green Valley Greenhouse. Further discussion: Councilmember Elvig expressed concern with the possibility of problems resulting fi'om individuals loading materials on a flat bed trailer. Ms. Frolik replied item no. 10 requires Green Valley Greenhouse to monitor the county road for spillage. Councilmember l.;lvig stated materials being loaded improperly on a flatbed would be a safety issue. He suggested it' this becomes a problem, a restriction regarding this issue could be added into the conditional use permit in the future. Councilmember Pearson commented Mr. Rowe runs an efficient business and monitors the loads well. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Olson, and Stmmmcn. Voting No: None. Absent: CouncilmemberJeffrey. Molion by Councilmember Cook, seconded by Councilmember Olson, to adopt Resolution #05- 09-338 approving thc request for an amendment to the Green Valley Greenhouse Conditional [ise Perm it, based on the findings of fact, and declaring terms of same, with an amendment to the Conditional Use Permit to require that the emergency access plan be accomplished by the end of calendar year 2006. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Pearson, and Strommcn. Voting No: None. Absent: Councilmember Jeffrey. ('asc #12: Introduce Wetland Buffer Ordinance; Case of City of Ramsey Mayor (;amcc indicated the proposed Wetland Buffer Ordinance was discussed in a Council work session. The Council listened to the concerns of citizens, and some of those concerns are unique. At this time the action before the Council is introduction of the proposed ordinance. Motion by Councilmember Cook, seconded by Councilmember Strommen, to introduce the proposed Wetland Buffer Ordinance. Further discussion: John Enstrom, 8702 181st Avenue NW, stated he had a two hour meeting with his engineer today regarding this issue. He would like to have this ordinance adjourned until the next Council meeting when he will have a full report for the Council's consideration. Itc stated there are many things in this ordinance that are not legal. Mayor Gamec requested Mr. l instroln to submit a fortnal letter for the Council to review prior to the next Council meeting. City Attorney Goodrich indicated the letter should be submitted by the Wednesday prior to the Council meeting at 5:00 p.m. to be included in the Council packet.
