Councilmember Specht asked if the ordinance to be voted on would be version three. <br /> City Engineer IV Linton replied in the ordinance it says "see attached city map showing <br /> graphically the boundaries of Ward One" and when referencing each version that can be <br /> incorporated in. They can look at a multicolor spread sheet in the case that summarizes all the <br /> changes, with version two, Ward One is 1.1% below the average population for the wards. Ward <br /> Two is -2.2% and Ward Three is +1.5% and Ward Four is -.3%. <br /> Mayor Kuzma asked if Version Three was the most current version with all the changes on it. <br /> City Engineer IV Linton replied that is a further refinement. <br /> Mayor Kuzma asked if that is as close as they have been able to get it. <br /> Councilmember Woestehoff commented Version Two is probably the closest in terms of current <br /> population density. He stated the feedback given at the Work Session is that Ward Three indicated <br /> for Ward Three's growth so it is a little lower now with the expectation that it is growing. He <br /> commented that Staff has worked hard on these and he has given a lot of feedback on this. He <br /> stated he could support version two or version three. He stated the question was if they wanted to <br /> take into account development for Ward Three or going with Version Two which has a current <br /> snapshot. He stated in the ordinance that is approved they could state which map is referred to. <br /> Councilmember Specht commented that he was thankful for the work done on it. He stated he <br /> would support Version Three as it corrects a lot of the issues there are between Ward Three and <br /> Ward Four that Councilmember Musgrove had brought up. He thought it incorporated a lot of the <br /> feedback. <br /> Councilmember Musgrove asked City Engineer IV Linton if it was correct that on version two that <br /> it has more normal boundary lines between Ward Three and Ward Four. <br /> City Engineer IV Linton replied they are both about the same and explained the minor differences <br /> between the two on a street level. <br /> Councilmember Council asked if Version Two was the closest to the current district lines. <br /> City Engineer IV Linton replied that is correct and added that Version Three takes into account <br /> some future development but there is a risk if future development is anticipated too much that the <br /> percentages could be pushed out of the recommended guideline of 5%. <br /> Councilmember Musgrove commented that Version Two and Version Three represent the <br /> practicable definition they were supposed to get to so she was okay with either one. <br /> Councilmember Specht commented that he would hate to lose some of the residents in Ward Three <br /> because each one is wonderful. <br /> City Council/March 8, 2022 <br /> Page 27 of 38 <br />
