Sapphire <br />:street right of way must be dedicated at the time of platting. The north line of this parcel is <br />approximately the same as the centerline of 145th. Street to the east.. Right-of-way for an east west <br />street must be dedicated in this plat. Sapphire Street must be constructed between Sunwood Drive and <br />East Ramsey Parkway in conjunction with approval of this plat as well as construction of 145t" <br />between Sapphire Street and Rhinestone Street. Construction of these streets is a Master Developer <br />,:esponsibility; however, approval of the final plat will be contingent on these streets being constructed <br />since access ~br this site is from Sapphire Street. <br /> <br />Building Height: The TC-i District requires buildings to be 2-5 stories in height. The proposed office <br />building is 3 stories and therefore meets the height requirements. <br /> <br />Parking Standards: City Code states that office buildings located within the Town Center are <br />required to provide a minimum of three parking stalls per 1,000 square feet. In this case, a total of 155 <br />parking spaces are required. The surface parking behind the building is proposed to contain 316 <br />parking spaces. Parking requirements for the entire block will be re-evaluated as site plans fbr the two <br />remaining buildings come forward. It should also be noted that 46 on-street parking spaces are <br />provided on Sunwood Drive and Sapphire Street. City Code also states that a development cannot <br />,:xceed parking stall minimums by more than 25%. This will also be reviewed when future site plans <br />~'or the block come forward. <br /> <br />Town Center Development Review Guidelines: The Town Center Technical Advisory Committee <br />(TCTAC) reviewed the proposed site plan on September 21, 2005. The following comments are <br />off'ered in relation to the Town Center Development Guidelines: <br /> <br />Public Realm/Streetscape: The site plan shows two recessed plaza-type areas along the Sunwood Drive <br />fi'ontage, wNch are highly encouraged by the Town Center DeVelopment Guidelines. The TCAC was <br />supportive of including these elements along the Sunwood Drive frontage. Additional detail'on these <br />areas should be provided during final site plan review. <br /> <br />Site Development: The site plan is meeting the land use and building placement Standards established <br />in the Town Center Guidelines. The building is providing a vertical mix of uses, a zero lot line setback <br />along .5 unwood Drive, shared parking, a sufficient number of parking stalls, recessed gathering spaces, <br />and parking lot design adjacent to accessory streets. <br /> <br />,4~'chizeclure: in accordance with stated goals of the Town Center Development Guidelines, detailed <br />elevations regarding architecture for the building have been provided.
