Commission recommended approval of the two new lots. He reviewed that in 1992, a larger <br />parcel including the 39 and 5-acre parcels were split to create the home sites. At that time, park <br />dedication was met by a land dedication along Trott Brook for the proposed trail, which is <br />consistent with the Park and Trail Plan. <br /> <br />Parks/Utilities Supervisor Boos stated staff is not recommending additional land dedication. <br />Therefore, park dedication would consist of a cash payment of $2,600 and a trail fee of $650 for <br />the two new lots created. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Olds, to approve a park <br />dedication consisting of a cash payment of $2,600 and a trail fee of $650 for the two new lots <br />created. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Ostrum, Olds, Johns, LaMere, <br />and Rolfe. Voting No: None. <br /> <br />Case #4: Recommend Park Dedication for River Pines 5th Addition <br /> <br />Parks/Utilities Supervisor Boos stated that the Park and Recreation Commission is being asked to <br />recommend park dedication for River.Pines 5th Addition. This is a 12-lot subdivision at the <br />northeast comer of the existing Apple Ridge/River Pines subdivision. <br /> <br />Parks/Utilities Supervisor Boos advised that the Planning Commission recommended sketch plan <br />approval of the subdivision. During the platting process for Apple Ridge, a considerable amount <br />of discussion occurred around park dedication and recreation at the neighborhood level. The <br />Park Commission concluded that the recreation and open space need would be best served by the <br />development of the 95 plus acre park now known as Elmcrest. Staff is recommending that the <br />park dedication for River Pines 5th Addition consist of a cash payment of $15,600. These monies <br />can then be directed to the development of Elmcrest Park, which will provide a recreation <br />destination for the neighborhood. <br /> <br />Parks/Utilities Supervisor Boos noted that access to the park remains a priority. The primary <br />route will be a trail along T.H. 47, which is partially accommodated by the additional right-of- <br />way to be dedicated by this plat as well as APple Ridge before it. Proposed subdivisions to the <br />south of River Pines 5th Addition will also contribute fees for trail development along T.H. 47 to <br />connect to Elmcrest. Therefore, staff is recommending that the developer be required to <br />construct the 481-foot segment parallel to the highway, and within the plat within one year from <br />the completion of the subdivision's streets. In keeping with past practice, no credit would be <br />given against the trail fees due for this previously identified trail within the plat. The $3,900 in <br />fees will be needed further to the north to provide the aforementioned connection. A sidewalk <br />was approved by the Planning Commission. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Johns, to approve the park <br />dedication for River Pines 5th Addition to be a cash payment of $15,600 and a trail fee of $3,900 <br />and the developer be required to construct that part of the trail on T.H. #47. <br /> <br />Park and Recreation Commission/September 20, 2001 <br /> Page 5 of 9 <br /> <br /> <br />
