Voting No: None. <br /> <br />Chairperson Cook, Commissioners Ostrum, Johns, LaMere, Olds, <br /> <br />Parks/Utilities Supervisor Boos explained the rationale for requiring a sidewalk in this area. <br /> <br />Case #5: Recommend Park Dedication for the Lord of Life's Apartment Building <br /> <br />Parks/Utilities Supervisor Boos stated that Dave Ketterman is in attendance to discuss the park <br />dedication for the Lord of Life's apartment building. <br /> <br />Dave Ketterman, representing Lord of Life, stated this will be a unique senior citizen housing <br />project. Seniors will be owners but the church will retain ownership of the land and the <br />association will rent it from the church. Mr. Ketterman stated the church is implementing Phase <br />#2 of their campus plan and the next phase will be to add a memorial garden. He stated they <br />propose two 47-unit buildings to the east of the church building. They will be identical in <br />appearance and be designed for active seniors 55 years and older. Mr. Ketterman stated they are <br />currently proposing to construct one building. He reviewed the application process they followed <br />and revisions made to address concerns expressed by residents to provide landscape buffering, <br />soundproofing, and a higher safety margin for neighborhood children. He stated they requested a <br />height variance but it was declined by the Planning Commission so they have appealed to the <br />City Council. Also, the site plan review was deferred pending working with neighbors to realign <br />the road, provide an alternate entrance to the property, and to submit a better landscape plan. Mr. <br />Ketterman stated they redesigned the road alignment, identified another entrance, and are <br />working with a landscape architect to upgrade the planting plan. He stated they will present <br />these site plan changes to the Planning Commission. <br /> <br />Parks/Utilities Supervisor Boos stated the park dedication and landscape plan needs to be <br />addressed by the Commission. In the past, the park dedication fee has been calculated on a per <br />unit basis. He noted staff is recommending park dedication and trail fees, and will review the <br />landscape plan to resolve those issues. Parks/Utilities Supervisor Boos suggested the park <br />dedication and trail fee be set at the time of platting. <br /> <br />Mr. Ketterman stated it may "kill" the project if the fee were to increase after some owners have <br />already paid. He stated this has happened in the past. <br /> <br />Chairperson Cook pointed out that later in the meeting, the Commissioner will discuss the Year <br />2002 park dedication which could result in an increase. <br /> <br />Motion by Commissioner Rolfe, seconded by Commissioner Olds, to recommend the Lord of <br />Life's Apartment Building park dedication be satisfied in cash in the amount of the applicable fee <br />at the time of final platting and the trail fee be satisfied based on the number of units at the time <br />of final platting. <br /> <br />Motion carded. Voting Yes: Chairperson Cook, Commissioners Rolfe, Olds, Johns, LaMere, <br />and Ostrum.
