Parks/Utilities Supervisor Boos stated them is in the street. He added that our responsibility as a
City should be to be as environmentally friendly as possible. Phosphates should not be
introduced in the parks. He said this also provides a productive use for the well and saves money
in well abandonment. He explained that there were five choices for a water supply. One choice,
which is drilling a deep well, would have been more costly than the conversion that is under
consideration. Another possibility is to use surface water, which would be pumped out of the
river, however there, is permitting concerns with this strategy.

Commissioner Johns asked if this solution would be feasible for other parks.

Parks/Utilities Supervisor Boos replied it is not. He noted that with the proposed water supply,
all the equipment is in the pump house. This removes the possibility of vandalism. It is also
aesthetic to the park for the equipment to be housed in one place, and there is no flooding
concerns.

Commissioner LaMere questioned whether the amount of providing this conversion would come
out of the budgets.

Parks/Utilities Supervisor Boos stated that if the total cost of Rivers Bend is $53,000, it would
seem acceptable to shift some money to Solstice Park. He added that Solstice Park has its last
soccer game this weekend and the irrigation project can begin on Monday, October 15.

Case #3:

Approve Playground Request for Proposal (RFP) for River's Bend Park
Playground Replacement

Parks/Utilities Supervisor Boos stated that during the. last similar playground replacement
project, the neighborhood was surveyed to understand the preferences of the neighborhood. He
distributed copies of the survey results to the Commissioners. The survey states the top 5 play
events are swings, tunnels, slides, bridges and climber. The RFP lists the items that should be
included in a new wood structure for the park. The survey noted that there should be a stand
alone swing for older kids and the equipment should be targeted for kids ages 6 to 10. He noted
there are two daycares that are in walking distance of Rivers Bend and use that playground daily
in nice weather.

Parks/Utilities Supervisor Boos explained that the Commission previously choose wood, as it
was it was a renewable resource and looks better. He stated the last two projects were completed
with wood and there has not been a problem. This RFP notes that wood should be used. He
explained that one vendor used the word "burnished" in describing the play equipment after
being in service for a while.

Chairperson Cook stated that these playgrounds are being rotated in for upgrades to the safety
standards of the day. Wood tends to last at least long enough until the next replacement
schedule.

Commissioner Olds asked what type of wood is recommended.

Park and Recreation Commission/October 10, 2001
Page 3 of 7
