Parks/Utilities Supervisor Boos responded that the most used wood is southern yellow pine,
which is grown in plantations.

Parks/Utilities Supervisor Boos stated the equipment would not be available before the winter.
He also noted that playground installation is typically 8% on the low end, and often 10-20% of
the purchase cost. This playground will be approximately $10,000.

Commissioner Johns asked if any of the existing equipment is salvageable.

Parks/Utilities Supervisor Boos replied that the majority of the existing equipment is not
compliant with the Consumer Products Safety Commission guidelines. He said the equipment
that is there will be sold to residents. It may be acceptable for use in backyards. When it is on a
playground, it is under much tighter scrutiny for public use and safety. He added that the
Commission should revise the RFP if changes are needed, including specifying a color if
preferable. The City will receive bids by November 7.

Chairperson Cook suggested using the colors forest green and brown.

Commissioner Johns agreed that natural colors are more attractive.

Commissioner Ostrum agreed that natural colors are preferable.

Commissioner Olds asked if the edges are routed on the 5-1/4 inch posts.

Parks/Utilities Supervisor Boos answered yes.

A discussion took place of the vendors that the City has worked with and who were sent this
RFP. Parks/Utilities Supervisor noted there is a list at the back of the RFP of which companies
would receive this invitation for proposal.

Parks/Utilities Supervisor Boos suggested lengthening the time the vendors have to return their
quotes for Rivers Bend Park to November 13. The bids can be discussed at the Commission's
next meeting scheduled for November 15. He noted that only one proposal per vendor is
permitted. This prevents a vendor from submitting 10 plans and consequently, the City
becoming inundated with plan choices.

Commissioner Olds pointed out that this time frame will work to get the information to the
Council for their meeting on November 27.

Chairperson Cook stated the selling of the existing equipment will be on the agenda for the next
meeting.

Motion by Commissioner Ostrum, seconded by Commissioner Johns, to approve the Playground
Request for Proposal for Rivers Bend Park Playground Equipment, with the addition of using
neutral colors for the equipment.

Park and Recreation Commission/October 10, 2001
Page 4 of 7
