Chairperson Cook suggested scheduling a workshop for this discussion. He said in all three
proposals, items were added above and beyond what was requested and he would like to consider
all of them.

Commissioner LaMere stated he would like to see presentations from the companies.
Chairperson Cook suggested the companies be present at the workshop.

Parks/Utilities Supervisor Boos indicated it is common for these companies to present their
plans. He suggested allowing a 15-minute presentation with a 10-minute question and answer
session for each presenter. Each presentation should be made without the other companies
hearing the presentation. He noted that one part of the presentation could include why a Master
Trail Plan is important to the city. That may clue the listeners in to how much homework they
have done. He stated the workshop should be scheduled soon. Though the project cannot be
funded this year, applications for a LCMR grant may be submitted as soon as December. He said
it would be helpful to understand the direction we are going with this in December if possible.

The Commission suggested the joint workshop with the Council could be scheduled for
December 3, 6, or 10th. The Park & Recreation Commission meets on December 13th.

Parks/Utilities Supervisor Boos asked what the Commission would like to accomplish at the
proposed workshop.

Chairperson Cook said he would like a presentation from each firm, with time for discussion and
feedback with each firm. He suggested the Council have copies of these proposals as well.

Commissioner Johns brought up the issue that one firm could come back with poor references.
She said she would like to make sure the references check out on these firms.

Parks/Utilities Supervisor Boos suggested all the firms are brought in at the beginning of the
joint meeting to talk about what they would do. Possibly each company could be given 15
minutes to talk and I0 minutes to discuss the proposal, and then dismiss them and hear the next
presentation.

Case #4: Review Parks and Trails Plan Map

Parks/Utilities Supervisor Boos explained that each year and periodically as needed, the
Commission reviews the Parks and Trails Plan Map for revisions. The townhome project when
completed, for example, is one instance that necessitates updating the plan. Another opportunity
is the Town Centers under discussion, and possibly a trail should be going in there. The next
item on this agenda introduces a case that the city is soon to own the land west of Sunfish Lake.
It should be discussed how that might change the Park and Trail Plan. He mentioned this issue is
not of urgent nature, and could be discussed at the next meeting.

Commissioner Olds questioned when the most recent map is, and how often it is updated.

Park and Recreation Commission/November 15, 2001
Page 10 of 12
