Parks/Utilities Supervisor Boos stated they do not require money now. He explained that <br />sometimes, once the materials are received, payment is requested, however there was nothing to <br />this effect on their proposal. <br /> <br />Parks/Utilities Supervisor Boos stated he had prepared some bid forms to use in selling the used <br />play equipment at Rivers Bend Park. He said there is ample time to advertise used equipment <br />and possibly get a $1,000 or more to add back into the project. He asked that the City Council <br />declares the equipment as listed as surplus and sold to the highest bidder. He pointed out that the <br />exerglider and swings are not included on the list due to safety guidelines of items used by the <br />public. The items could be used for small children in an area closely supervised by parents. <br /> <br />Motion by Commissioner Olds, seconded by Commissioner Johns, to recommend the City <br />Council declare the items as listed are surplus and the proceeds be used for Rivers Bend Park. <br /> <br />Motion carded. Voting Yes: Chairperson Cook, Commissioners Olds, Johns, and LaMere. <br />Voting No: None. Absent: Commissioners Ostrum and Rolfe. <br /> <br />Case #3: Receive Master Trail Plan Proposals <br /> <br />Parks/Utilities Supervisor Boos stated as the Commission is aware, RFP's for Master Trial <br />Planning Services were mailed directly to four Consulting firms specializing in Trail Planning <br />and Design, as well as in natural resource protection. One of these firms declined due to <br />workload concerns, and a fifth firm inquired, but did not submit a proposal. How we proceed to <br />acquire trails - through purchase, transfer development rights, tax incentives, design incentives - <br />are topics of the Master Trail Plan. LHB Engineers and Architects, URS Corporation, and SRF <br />Consulting Group, Inc. delivered proposals before the November 6, 2001 submission date. <br /> <br />Earlier this year, City Council authorized the Commission and staff to develop and request the <br />RFP. A project budget was not discussed at that time. The proposals received range generally <br />from $29,000 to approximately $56,000. Council has not allocated money to this project as of <br />yet. <br /> <br />In terms of making a request to proceed with a Master Trail Plan from City Council, this should <br />occur in December or early in 2002. The best forum to discuss the various issues, including <br />funding, may be a joint workshop. One of the goals the Master Trail Plan was intended to <br />accomplish is to position the City favorably for grant applications. <br /> <br />Parks/Utilities Supervisor Boos explained the methods that could be used to make a selection. A <br />presentation by the proposers may also be desired. <br /> <br />Commissioner Johns stated she just received these proposals last week.
