This summer the League of <br />Minnesota Cities legal counsel issued an opinion that truncated domes must be <br />installed on ali pedestrian curb ramps in public right-of-way. A copy of the <br />opinion, the old detail and the new detail are attached to this report. <br /> <br />Staff has been reviewing options for the truncated domes and has obtained <br />research performed by the Wisconsin Department of Transportation on various <br />dome systems. The methods studied included stamping the surface of the wet <br />concrete to form the domes, installing plastic mats with domes in the wet <br />concrete, rubber mats attached to cured concrete, masonry panels inset into cured <br />concrete and a cement product toweled onto existing surfaces. The only product <br />that passed the testing was the plastic mats. The remainder was not approved for <br />use on Wisconsin DOT Projects. <br /> <br />Staff has been informed if the City does not use the curb ramps they are in <br />violation. Staff will be looking at alternative methods to create the same effect. <br />A new product was introduced at the APWA convention in Minneapolis that staff <br />had previously attended. It is a stainless steel panel with raised domes and a non- <br />skid finish. The product is manufactured in Wisconsin. It is on the Minnesota <br />Department of Transportation Approved list for truncated dome systems. The <br />product was tested by Wisconsin, and staff has requested test results for this <br />project. Staff recommends adopting the new detail for pedestrian curb ramps, as <br />truncated domes systems must be on the M'N/DOT list to be installed in Ramsey. <br /> <br />Motion to recommend the City Council adopt the new pedestrian curb ramp detail <br />as outlined by staff. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />CASE #$ <br /> <br />Consider the Improvement on 160t~ Lane to the Trappers <br />Ridge Subdivision <br /> <br />Background: <br /> <br />Recently the City acquired a full 66 feet of right of way over the westernmost 416 <br />feet of Section t5 to provide access to the Trappers Ridge subdivision.. The <br />purpose of this right of way acquisition was twofold, first, to provide access tb the · <br />new Trappers Ridge subdivision, and second, to preserve a transportation corridor <br />for future connection to adjacent public roadways when the area more fully <br />develops. At the present time, the acquired right of way provides access to the <br />single residence of the Trappers Ridge subdivision. Staff has received requests <br />from the property owner from whom this right of way has been obtained to <br />improve the right of way with a City street. The cost of constructing a street to <br />City standard would be a minimum of $26,000. This cost will be higher if <br />drainage requires more than a simple roadside ditch. The chief benefit of <br />improving this segment of roadway at this time would be to provide more <br />convenient road access to the adjacent property owners since it only serves direct <br />access to one property. <br /> <br />-220- <br /> <br /> <br />
