Preffminary Plat Review: Summerset ~k~feadows <br /> ~epternber 30, 2005 <br /> Page 3 of 8 <br />Lot S~zes: The m/n/mum lot size for a R-1 Single Family Urban. lot is 10,800 square feet. <br />Most of the proposed single~family lots are less than the required lot size {139 o£ 154 lot). <br />You are request/ng the smaller single-family lot sizes as part of' the PUD'. The sing£e~ <br />' fam!ly lots range from 7,952 sq. ft. to 14,698 sq. ft. with an average lot size between 8900 <br />to 9,000 square feet. Townfiomes do not have minimum lot size. From the submitted <br />prelim/nary plat, it appears that the townhome units will be divided by the' Common' <br />· Interest Community (CIC) plat. Please confirm if this is the' case. <br /> <br /> Lot Dimensions:' The minimum lot width for R.~I Single Family lots is 80 feet. as <br />· measured at front yard setback. It appears that all of the single,family lots are less than <br /> 80 feet wide at building setback. The lots average about 61 feet in w/dth a~ the front <br /> building setback line. You are requesting this smaller' lot w/dth as part of the PUD. <br /> re.ques? in order to foster a neighborhood design element as well as to make up for the <br /> loss of'nearlY 14 acres b. ei.n.g given t.o the City.fg.r the future Mississippi River Bridge <br /> c?oss~ng. Under City- Code; there is:not a minimum lot wi.c~th'/'edtuirement f6r to~vnhomes. <br /> <br /> Set/backs: -Per Staff direction, you have' prepared a setback exhibit (pg. I7-18-of 35).', <br /> Setbacks' appear to be met for al!' of the units except for two areas (Lot 1, Block 3. and Lot <br /> 5, Block 6). The r~quired Comer side Yard setback is 30 feet. The'Developer is proposing. <br /> that that these two lots have a 25-foot comer side yard setback.. This deviation from code <br /> will be .required to have approval as part of the PUD request. <br /> <br />Grading and Drainage Plans: The project will require a Permit_from the ~.0wer Rum.. <br />River Water Management' Organization: The permit will address the storm' water <br />calculations as well as the wetland, filling and mitigation as noted below. Review of the ' <br />grading tabulation indicates that all of the IOts: have the' ,m4nimurn .2 foot-vertical <br />separation between the nearest 100 year water, level and the lowest floor elevation. This <br />project will also reqUire:an ._NPDES II pCrmi~ from .the Mirmes0ta. Pollution Control <br />Agency. A copy of tt{e perm/t' appl~cation must be provided: tO the 'city.' The :~ermit must <br />be transferred if the prop~erty, is sold during development or when the contractc~rS working <br />~on site change. The tf, pical p~rmit is v.alid, seven, days after the application, is mailed; <br />however, there are specific conditions under wh/ch a longer.-. revieTM Period is required. <br />The~e specific condit[bns should be investigated during the review process so that <br />construction is 'not delayed waiting for this permit. <br /> <br />The park grading in the northwest comer' should' be adjusted to move th~ drainage Swale . <br />away from the middle of the park.- An exhibit must be prepared showing how the park. <br />couid be developed with parkir/g, a play tfeld and other amefiities. The park area may be ' <br />more useful to the city if the narrow triangular' area north of lots' 8 -' 11 was'reconfigured _ <br />by losing a lot and extending the remaining lot lines to the'r/ght of way. <br /> <br />The drainage and utility easements along rear lot lines must cover the area anticipated to <br />be inundated during the i00 year event.
