?re/iminary Pl~t Review: Summerxet lPfec~dows " <br />September 30, 2003, J~evi~ed October 2J, 2005 <br />?age 3 of 9 <br />Lot Sizes: The minimum lot size for a R-"i'~' Single Family Urban lot is 10,800 square feet. <br />Most of The proposed singie-family lots are tess than the required lot size (I_39 of 154 lot). <br />You are requesting the smaller single-family lot sizes as part of the PUD. The single- <br />family lots range from 7,952 sq. 15. to i4,698 sq. ft. with an average lot size between 8900 <br />to 9,000 square feet. Town_homes do not have minimum lot size. <br /> <br />Lot Dimensions: The minimum lot width for R-1 Single Family lots is 80 feet as <br />measured at front yard setback. It appears that all of the single-family lots are less than <br />80 feet wide at building setback. The lots average about 61 feet in width at the front <br />building Setback line. You are requesting this smaller tot width as part of the PI,rD <br />request in order to foster a neighborhood design element as weli as to make up for the <br />loss of nearly 14 acres being given to the City for the future Mississippi l:Liver Bridge <br />crossing. Under CiU Code, there is not a minimum lot width requirement, for townhomeS. <br /> <br />Setbacks: Per Staff direction, the applicant has prepared a setback exhibit (pg. 17-18 of <br />35). Setbacks appear to be met for ali of the units except for two areas (Lot 1, Block 3 <br />and Lot 5, Block 6). The required comer side yard setback is 30 feet. The Developer is <br />proposing tLat that these two lots have a 25-foot comer side yard setback. This deviation <br />from code w/ll be required to have approval as part of the PUD request. <br /> <br />Grading and Drainage Plans: The project will require a permit from the Lower Rtun <br />R/ver Water Management Organization. The permit will address the storm water <br />calculations as well as the wetland filling and mitigation as noted below. Review of the <br />~ading tabulation indicates that all of the lots have the mirfimum 2 foot vertical <br />separation between the nearest 100 year water level and the lowest floor elevation. This <br />project w/Il also require, an NPDES II permit from the Minnesota Pollution Control <br />Agency. A copy of the permit application must be provided to the city. The permit must <br />be transferred if the property is sold during development or when the contractors working <br />on site change. The typical permit is valid seven days after the .application is mailed; <br />however, there are specific conditions under which a longer review per/od is required. <br />These specific conditions should be investigated during the review process so that <br />consm, mtion is not delayed waiting for this permit. <br /> <br />The park ~ading in the northwest comer should be adjusted to move the drainage swale <br />away from the middle of the park. An exhibit must be prepared showing how the park <br />could be developed with parking, a play 5etd and other amen/ties. The park area may be <br />more useful to the city if the narrow rr/angular area north of lots 8 - 11 Was reconSgured <br />by losing a lot and extending the remaining lot lines to the right of way. <br /> <br />The drainage and utiliD,' easements along rear lot lines must cover the area anticipated to <br />be inundated during the 100 year event.
