Preiimina~. Plat Review: Summerset l!¥eadows
September $0, 2005, Revised October 2I, 2005

The Ramsey Town Center project is proG~'~ing a pipe outlet to the Mississippi River for
sto~water. Runoff from this site was included in ~e sizing of the outlet pipe. Runoff
f?om this site must be limited to the rates used in sizing the outlet pipe.

Utilities: All lots are proposed to be served by municipal sewer and water. All lots are
proposed to be served by municipal sewer and water. The plans show extension of sewer
and water to the plat limits in conformance with city code.

The storm sewer in Block 14 must be revised to provide treatment of water from the
street prior to discharge to the wetland. The plan currently shows discharge of street
drainage directly to the wetland.

Streets and Access: The project is proposing a combination of public and private streets.'
Connection will be made on the east at the intersection of Bunker Lake Boulevard and
Armstrong Boulevard. Bunker Lake Boulevard will extend-across the site and connect
with Puma Street on the west side of the site. Bunker Lake Boulevard will be a city street
at the time of construction and may be turned over to the county in the future. Puma
street must be paved between Bunker Lake Boulevard and Alpine Drive. The Bunker
Lake Boulevard right-of-way is shown as 100 ft wide, it must be increased to 120 feet
wide to comply with current design standards for county roads.

A temporary cut-de-sac [s shown on 151st Lane between Blocks 4 and 6. Building will
not be permitted on Lot 1, Block 4, Lot 1, Block 6 and Lot 2, Block 6 until 151st Lane is
extended to the east. An alternative would be to reconflgure the layout and construct a
semi-permanent cul-de-sac at this time. Under this scenario, the lots could be built upon.
At the time a connection to the east can b~,,made, the unneeded right-of-way could be
vacated.

Several of the intersections of private drives with the public street in Block 7 must be
moved to align the entrances from both sides of the Streets or to.provide 150 feet between
centerlines. Most of the private drives are over 200 feet and will require turn around
features for emergency vehicles. Several are over the 600 ft limit for cul-de-sacs,
connections must be provided to reduce the maximum len~h.

Access must be provided to the area northeast of Block 14. This area is landlocked under
the current plan.

Tile angle between legs of street intersections must be in the range of 75 to 90 de~ees.
x,'~ri~, that all intersections meet this requirement.

A: their October 6, 2005 meeting, the Planning Commission recommended that an
additional access be made to Bunker Lake Blvd. from Block 14. Currently, there is only
on¢ access into the area. Staff will confirm the need for a second access with the City
C :)t.mc i].

-275-
