Staff concurs on this recommendation and will cordkm this requirement <br />with the City Council. <br /> <br />Wetlands: The submkted plans show I3.96 acres as delineated wetlands with 0.89 acres <br />of wetland filling and 0.79 acres of wetland mitigation. The mitigation area should be <br />increased to 2 times .',he filled area. The filling and mitigation plans must be approved by <br />the LRRWMO. The phasing plans show the wetland fill area as Phase II work while the <br />mitigation area is adjacent to the Phase 1 area. The filling and mitigation should be <br />performed early in the project as it takes several years of vegetation growth before the <br />mitigation area will be accepted the LRRWMO. Early :onsmaction will provide time for <br />idemifying and creating additional mitigation area if the initial mkigation area is not <br />acceptable. <br /> <br />Wetland Buffering: The City is in the process of considering a wetland buffer <br />ordinance. While ins ordinance is not yet in effect, Staff is requesting that you consider <br />implementing a wetland buffer along the edges of wetlands within the plaT. <br /> <br />Density Transition: City Code requires density, transitioning between the proposed <br />single-family urban lots and the adjacent single-family rural lots. City Code establishes <br />several options to achieve the transitioning through landscaping, existing topographical <br />features, or matching densities on common boundaries. Transitioning will be required <br />along the northern most eastern property line, which abuts properties currently zoned <br />Rural Reserve. <br /> <br />The landscaping plan does include plantings adjacent to the existing single family homes <br />along the eastern boundary as well as the lone existing lot on Puma St. A suggestion from <br />the Planning Commission was to possibly relocate the proposed park from the northwest <br />corner of the plat to the east dkecrly adjacent to the Whispering Pines neighborhood. <br />Subsequent to the Planning Commission meeting, the Park Commission has met and <br />reviewed the possible relocation of the park. Afmr discussion of the matter, the Park <br />Commission feels that the park should not be moved from its present proposed location. <br />It was felt that the northwest location of the park was desirable since there is proposed to <br />be additional parkland west of Puma and south of Alpine Dr. <br /> <br />As previously mentioned, Ci~' Code does allow for an alternative that is mutually <br />agreeable to the Developer and the City to fulfill the density transitioning requirements. <br />Given the neighborhood design considerations and the necessity, to increase density in <br />ce~ain areas, Staff wilt discuss with the City, Council on whether or not the landscaping <br />shown coupled with looking at doing additional plantings on the development side or the <br />Whispering Pines side will be su?~,mient to meet density transitioning expectations. <br /> <br />-276- <br /> <br /> <br />
