Preiiminary ?lar Review: Surnrnerset Meadows <br />~?ep, rernbe~ SO, 200_~, £evised October 2], 2005 <br />P~;~e b of 9 % <br /> <br />[t sitotdd be noted that the landscaping plan also does include buffer plantings along the <br />southern edge o£ the townhomes in anticipation o£possible commercial development in <br />the ~ture as welt as along the possible future bridge corridor where it abuts proposed <br /> <br />Environmental Assessment Worksheet (EAW): An Environmental Assessment' <br />Worksheet (EAW) has been .prepared in regards to this 'development. On July 26, 2005, <br />the Zamsey City Council determined that no further environmental review was necessary'. <br /> <br />Traffic Generation Report: A traffic generation report was prepared in conjunction <br />with the EAW. The study analyzed five (5) intersections for current and future conditions. <br />They are Armstrong Bird & TH 10/169, Armstrong Bird and.Bunker Lake Blvd, <br />Armstrong Blvd and Alpine Drive, Alpine Drive and TH 10/169 and Alpine Drive and <br />Nutria Street. Four of the intersections are not signalized. The analysis looked at current, <br />build and full build conditions. The build condition looks at the impact from this project, <br />discounting impacts of adjacent developments. The full build condition looks at the <br />impact of this project and development in Ramsey Town Center to the East. <br /> <br />The Armstrong Blvd- TH 10/169 intersection currently functions at level of service C <br />which indicates there are delays getting th.rough the intersection. The level of service will <br />decrease to F under the build and full build scenarios. Congestion on TH 10/169 is a <br />regional problem and studies are underway to address the congestion. An interchange is <br />proposed in the future for this intersection which will improve the level of service. A <br />signal is proposed for the intersection of Arffistrong Boulevard and Bunker Lake Blvd as <br />par[ of the regional road improvements required by Ramsey Town Center. <br /> <br />A study has been ordered to determine the financial responsibility that this development <br />wili have in improving the regional road network. <br /> <br />Park Dedication: You are proposing to dedicate 4.26 acres as a public park. The <br />location of the park is consistent with the City of Ramsey Master Parks and Trails.Plan. <br />I£ only cash was taken to ful511 ~he park dedication requirement, approximately <br />$1 ~33,200.00 will be needed. Given that the [and will be dedicated to the City as public <br />park, the $1.3M obligation will be reduced to give credit for receiving the park land. <br />Stuff will be working on the computation of what is owed. <br /> <br />Thc Park Commission met on October 13, 2005 and determined that a ball field, parking, <br />and possibly a restroom facility should be located within the park. Staff will continue to <br />work with the Park Commission and the Developer in determining what should be <br />iocaLed within the park. <br /> <br />Truils: An extensive network of trails and sidewalks is proposed for the site. The <br />pre,posed trails are 8 feet wide, the city standard for trails is 10 feet. This must be <br /> <br />-277- <br /> <br /> <br />
