inch lettering on thc sign to identify the ordinance, with the words 'wetland' on the upper part of
ibc sign. l le stated that the wetland motif could identify the sign.

(;laairpcrson McDilda stated that he felt the sample sign was very to the point stipulating no
mowing or dumping. He suggested the sign might stipulate verbiage more along the lines of
"protected area' so it becomes more encompassing.

15]vimnmcntal Specialist Bruce Bacon clarified that the verbiage could specify that "native
plants" arc protected, because that's the community that should be protected rather than entering
into thc prohibitory paradigm. He noted that it isn't only mowing that isn't allowed, it's
l'crtili×ing, dmnping, and things like that. He concurred with Chairperson McDilda's suggestion
ir) ~scapc Ibc particular and go with more general verbiage.

I~oard Member Max stated that he didn't like making it protective for native plants because
people don't know what native plants are. He stated that he felt it gave people the notion that
they can go in and take whatever they want and just say it was weeds. He stated that people may
nol km)w what 'protected' means.

¢.'i~y ('mmcil Liaison Sarah Strommen agreed that there is a need to limit the words due to space.

~oard Member Max stated that he felt 'wetland protected area' could be put in on the vertical.
Cily (:otmcil Liaison Sarah Strommen concurred with Board Member Max, stating that there
could bc two columns. Board Member Bentz also concurred, stating he felt large letters with
.';mailer t'ont letters beneath would be enough, using both sides. Board consensus was that the
,.~rdinance should be put on one side of the sign.

Board Member Freeburg stated that the signs make a better target. He stated that the smaller
aspect was preferable to him.

i~oard IMcmber Max stated he liked the idea of putting the sign on a post with two lines going
down thc sign, 'protected area buffer', logo of the City on top, and ordinance number on the
bottom i~ the horizontal. Board Member Hustvedt concurred, stating that it was minimalistic.

Staff member Chris Anderson clarified that the concept for the sign would include the words
:protected ama' on one side and 'wetland buffer' on the other side vertically, with large letters
and thc City of Ramsey logo on top, and a smaller font on the bottom for the ordinance number.

ChaiJ'l-~crson McDilda asked Staff member Chris Anderson to create a draft on paper to be passed
arc, und. Board ~nember Max stated he liked everything about the concept. Consensus of the
bom'd was to approve the concept.

Board Member Max made a motion to approve the concept as described, Board Member
~Iustvcdt sccondcd the motion.

I:.t-Mronmcntal Specialist Bruce Bacon asked if the EPB wanted to discuss how the markers
w(mld be put in. Chairperson McDilda stated that he felt that should be left up to the City,
considering the fact that the City will be taking all the rack for whatever posts are going to be
l)ut itl.

Environmental Policy Board / September 19, 2005
Page 3 of 9
