Sketch Plan Review: Shorewalk <br />()ci:ober 28, 2005 <br />IJa~e 2 oI' 5 <br /> <br />9. <br /> <br />Access and Streets: The sketch plan proposes the connection to Sodium Street and 151st <br />Lar~.e in the Fox Ridge 2"d Addition and 148th Avenue in the Chestnut Ridge 3~d Addition. In <br />addition, the development would have connection to two collector roadways, Sunwood Drive <br />and S~mfish Lake Bird (CR 57). The access to Sunwood Drive should align with Radium <br />Stre,st N.W in The Village of Sunfish Lake on the south side of Sunwood. The proposed <br />acce:~s onto Sunfish Lake Blvd. will require a permit from Anoka County. itt should be noted <br />that 151 ~r Lane in the Fox Knoll subdivision has been platted and constructed as a permanent <br />cul de sac, however, it does have a 60 foot wide right of way at the section line to provide for <br />its continuation to the south. Staff is of the opinion that extension of 151st lane to the south <br />has limited transportation benefits and may be eliminated if there are overriding planning <br />enhancements. The City will prepare a traffic generation analysis at the developer's expense <br />fi~r consideration at the preliminary plat stage~ <br /> <br />Grading and Drainage: A detailed grading and drainage plan will be reviewed dur~r~g the <br />pretimina~ plat stage. There will be two drainage 'improvements that will be incorporated <br />with this development including an outlet from Sunfish Lake and the restoration of County <br />Ditch 43. <br /> <br />All wetlands within the site need to be identified and delineated and dedicated on the final <br />plat as drainage and utility easements. Any wetland filling or mitigation will require permit <br />action by the Lower Rum River Water Management Organization. <br /> <br />A permit from the Lower Rum River Watershed Management Organization and the <br />Minnesota Pollution Control Agency will be required for drainage. The developer is <br />responsible fbr obtaining any and all permits required from other regulatory agencies. <br /> <br />The city has enacted an ordinance that requires an elevation survey at the time of footing <br />inspection to ensure compliance with the approved ~ading plan. No grades shall be flatter <br />th;m 1%. Grades flatter than 2% will require a certificate of grading prior to an occupancy <br />permit being Ranted. <br /> <br />15asements. The standard [0 foot drainage and utility easements (5 feet on common property <br />lines) must be provided around the perimeter of all single family lots on the preliminary and <br />tSna/plats. All wetlands located on the property must be delineated and dedicated as drainage <br />~ ~tSt~ file htS. <br /> <br />l)ensi~ Transitioning. The City has a density transition ordinance in effect. The plat abuts <br />an ~trban single family neighborhood to the east, north and south. The density transition <br />,>rclhmr~ce provides ~br several transitioning options for the City to consider. These include <br />t:h~ use of landscape buffering, the matching of densities, or other alternatives as agreed upon <br />bv ;he developer and the City.
