Setbacks: The TCd-a Zon'ing District reqmres the following setbacks' <br /> <br />Front yard <br />Side yard <br />Rear yard <br /> <br />0 to 20 feet as measured from building front to edge of sidewalk; <br />None, unless required by bui}ding code; <br />None, unless required by building code. <br /> <br />All of the buildings meet the front yard setback requirement except on Block 1. The structure <br />would have to be sited at an angle in order to comply with the maximum 20 foot setback <br />from sidewalk edge because of the curvilinear right-of-way for Town Center Drive. <br />However, realignment of the building to meet the front yard setback restrictions will result in <br />exceeding the 20 foot driveway length restriction. In the interest of maintaining the <br />pedestrian friendly neighborhood with front doors with_in 20 feet of the sidewalk, City Staff <br />would recommend that the developers apply for a variance to the driveway length. <br /> <br />Public Streets: All of the public streets (Zeolite, 147th Lane, Willemite and 147th Terrace) <br />are either existing or under construction as a part of the plat approvals for Ramsey 'Town <br />Center 8th, 9t' and I0th Additions. } <br /> <br />7. Private Streets: The table bdo~v indicates City Code requirements for private street <br /> lengths: <br /> <br />Maximum private street length without a <br />turnaround provided <br /> <br />Maximum private street length with a <br />turning provision provided <br />Maximum private street length with a cut- <br />de-sac provided <br /> <br />200 feet <br /> <br />300 feet <br /> <br />600 feet, when exceeding the 300 foot length <br />requirement, the private street width must be <br />32 feet. <br /> <br />There are no private streets proposed on the preliminary plat. <br /> <br />Open Space: The Town Center Development Review Guidelines encourage the integration <br />of private courtyards and pocket parks within the TC-4 Neighborhood District. These small <br />green areas provide important breathing space, contribute to stormwater management, and <br />offer additional recreational amenities to serve the building tenants. There are several <br />pockets of greenspace between the buildings that range from 30 to 50 feet in width. The <br />preliminary site plan complies with the development guidelines. <br /> <br />Grading and Drainage: Staff has received a grading and drainage plan for the <br />development and has the following comments. Stormwater calculations must be submitted <br />to the city, .and Lower Rum River Water Management Organization for verification of <br />conformance with the master drainage plan. The rock construction entrance on the <br />Stormwater Pollution Prevention Program (SWPPP) should be replaced with the <br />requirement for daily sweeping of adjacent streets during active construction and as <br />required by the city. <br /> <br />142 <br /> <br /> <br />
