Preliminary Plat and Preliminary Site Plan Review: Rarnsey Town Center 17 Addition <br />October 28, 2005 <br />Page 4 of 6 ,, <br /> <br />13. <br /> <br />Park Dedicatiou/Trail Development: Per the Master Development Ageement, the City <br />and the Master Developer have negotiated a Park and Trail Dedication Ageement. In <br />accordance with the Park and Trail Dedication A~eement, there are no park dedication or <br />trail development fees owed on this plat. How.ever, there is a park payment obligation in the <br />First Amendment to the Master Development Agreement that requires a cash payment, to the <br />City, upon sale of the property in an amount equal to 750 times the number of eligible units <br />on the property in accordance with the zoning regulations. <br /> <br />14. Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was <br /> completed that anticipated the type and size of development shown on the plat. The proposed <br /> development is consistent with the traffic modeling system used as part of the AUAR <br /> analysis. Regional .road improvements' to' facilitate the whole Ramsey Town Center <br /> development have been agreed upon and have already begun construction. This proposed <br /> development does not generate more traffic than was anticipated. <br /> <br />15. Stormwater Trunk Fees: The 2005 Stormwater Trunk Fe.e is $384.00 per unit. This fee <br /> will need to be paid prior to the release of the final plat mylars. The fee in place at the time of <br /> the plat being recorded is the one that will be charged. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />Sewer and Water Trunk Fees: The 2005 Sewer and Water Trunk fees are $2,962.00 per <br />unit. These fees will need to be paid prior to the release of the final plat mylars. The fee in <br />place at the time of the plat being recorded is the one that will be charged. <br /> <br />Ramsey Town Center Phase I Roadway Improvements, Phase II Roadway <br />Improvements, AU.MR Roadway Improvements, Parking Facility Improvements: In <br />accordance with City of Ramsey Resolutions 05-02-065, 05-02-066, 05-02-067 and 05-02- <br />068, assessments for Ramsey Town Center Phase I Roadway IMprovements, Phase II <br />Roadway Improvements, AUAR Roadway Improvements, and parking facility improvements <br />shall be payable to the City in a single installment prior to the release of the final plat mytars <br />for recording. Total payment due includes principal plus accrued interest in the amount of <br />6.3% per annum commencing February 22, 2005. <br /> <br />Other Permits. The Developer is responsible for obtaining' any and all permits required <br />from other regulatory agencies. <br /> <br />Townhouse. Design/Architectural Standards: The development is proposing one <br />townhouse style (row house units). The preliminary plat/site plan submittal is deficient of <br />building elevations. These elevations' must be provided prior to the Planning Commission <br />meeting on November 3, 2005. The elevations must indicate building materials and colors. <br />that are proposed for all of the units. The Town Center Development Guidelines establish a <br />brick enhancement threshold of 35% of the non-glazed area of the front facing wall, unless <br />the building design is enhanced through other means such as covered porch areas, broken <br /> <br />144 ~ <br /> <br /> <br />
