must be located in an area to all/$w for the development of buildings directly <br /> adjacent to the proposed structure. <br />· Buildings should always be located at all intersections. <br />· Avoid large, unarticulated facades. <br /> Emphasize the pedestfian experience with architectural features at street level, <br /> canopies, decorative light fixtures, and material detail. <br />· Utilize a variety of color texture, and materials to complement other streetscape <br /> elements. <br />· Conceal service entries, loading facilities and mechanical services from view <br /> along public streets. <br />· Select materials that relates to the building use, not artificially contrived or <br /> themed. <br /> <br />The followina items were requested at the RTC Technical Advisory Committee. Please <br /> <br />submit a revised site plan that includes the followin.~: <br /> <br /> i) Further details on the eastern patio area, including details for the northeast co,er <br /> of the site. Details should include setbacks, capacity, plans for fencing, and <br /> landscaping or other decorative detail. <br />2) Further information regarding the type of mater/als used. Concrete masonry units <br /> are generally not acceptable within the TC-1 district. It would be helpful and <br /> informative to bring mater/al boards to the meeting, providing examples of <br /> materials to be used. <br />3) Further details regarding the valet area, including setbacks from the fight-of-way <br /> and proposed curb cuts. <br />4) It is crucial to Ramsey Town Center's pedestrian feel that the east side of the <br /> building remain one, uninterrupted wall, especially because it fronts onto the <br /> central park. Therefore, City Staff would like to see the alley relocated, gaining <br /> access from the north side of the lot, from 145th Avenue NW. This alley could be <br /> L-shaped, and would also gain access from West Town Center Drive. This will <br /> also allow future buildings to be developed to the east and west of the alley and <br /> gain loading 'access from the same alley. The possibility also exists to have a <br /> centralized garbage area for all buildings. <br /> <br />Building Height: TC-1 zoning requires at least 2 stories in any approved building, and <br />the proposed building indicates a total of 3 stories, including the roof-top dining/bar area. <br /> <br />Number of Buildings: The proposed site plan indicates the intention to construct a total <br />of three buildings on one lot. This is not generally accepted by City Code, and a variance <br />will be required to develop the additional two buildings in the future. An alternative to <br />the variance process is to create three separate lots within Ramsey Town Center 13th <br />Addition, as indicated in the Staffkeview Letter for the Sketch Plan. <br /> <br />Setbacks: The maximum front setback from street right-of-way is five feet. There are no <br />minimum side and rear yard setbacks within the TC-1 zoning district. The side yard <br />setbacks should be minimized where possible to enhance the pedestrian environment.
