i,'urther discussion: Mayor Gamec recommended the liability issue be
{lctermincd in this case, as well as other cases throughout the City where drainage
ponds are locatcd within easements on private property. Public Works Director
I~aplcr indicated staff will research this issue and report to Mr. and Mrs. Weiss
and tiao City Council.

Action:

Ratify thc recommendation of the Public Works Committee.

(?ASE #2

Consider Replacement of Existing Yield Sign with a Stop Sign
at Marmoset and 154th Lane

Ih~ckground:

%tttf£ received an email request from Colleen Fischer for the replacement of the
yield sign for 154th Lane with a stop sign at its intersection with Marmoset Street.
'l'ho Following is a review of the information regarding the request:

· Accident history: A review of the Police Department records dating back
to 2000 show no reported accidents at this intersection.

D'affic: Traffic counts were taken in the 24 hour period between
Wednesday, October 12, 2005, and Thursday, October 13, 2005. The
results of this traffic volume study show 194 vehicles per day on the north
Icg; 71 vehicles per day on the west leg; 98 vehicles per day on the east
Icg; and 195 vehicles per day on the south leg.

.¥i,~h! distance: There is an adequate sight distance for the northbound and
eastbound approaches into this intersection. There is a large evergreen tree
located on the northeast comer of the intersection, which impacts the visibility
between al~proaching southbound and westbound traffic. However, a westbound
vehicle slowing reasonably to yield at Marmoset Street has adequate sight
distance to yield to southbound traffic.

StaFl' recommends that the existing signage at this intersection is appropriate and
~'ccommcnds no change in the signage at the intersection of Marmoset and 154th
I ,ant.

'o[lccn Fischer, resident, stated the comer of 154th Lane and Marmoset Street is
elementary school bus stop. There are several teenage drivers in the
neighborhood that drive fast, including one that drives a motorcycle. Her
daughter stands as much on the grass as she can to avoid the traffic on the street
ami one of her neighbors has an autistic son who they do not allow out on the
street. There is not a lot of traffic, but it is fast traffic, and if the traffic is forced
stol) one way it cottld prevent an accident.

It wats suggested the speed trailer be located at this location, that the police patrol
the neighborhood, and that the Police Department be notified with the license
numbcr of the motorcyclist.
