Motion to recommend to the City Council that the existing signage at this <br />intersection is appropriate and to recommend no change in the signage at the <br />intersection of Marmoset and 154th Lane. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />(:ASE #3 Update on the 47 Pedestrian Crossing at 142''d Avenue <br /> <br />Baci(ground: <br /> <br />5tal'F reviewed thc elements of the TH 47 safety improvement project at the <br />.lanuary 2005 meeting. At that meeting the Committee recommended that the <br />marked pedestrian crossing at 142'~d Avenue be eliminated to discourage crossing <br />~t what is felt to be a hazardous location. The City Council ratified this <br />,-ccommcndation at the February 8, 2005 meeting. The plans for this summer's <br />pt-eject, however, perpetuated the pedestrian crossing. Staff has contacted <br />MnDOT to request that this crossing be removed. Chris Roy of MnDOT has <br />indicated MnDOT agrees this is not a good location for the crossing. <br /> <br />~l'hc City Council ratified this recommendation at the February 8, 2005 meeting. <br /> <br />Action: <br /> <br />No action required. <br />Note: the pedestrian crossing and signage has been removed by MnDOT. <br /> <br />CASE #4 Consider Storm Sewer Improvements at 168th and TH 47 <br /> <br />Background: <br /> <br />Al'ret a recent hcavy rainfall staff received a call from a resident regarding the <br />Iovcl of water in the adjacent pond. Staff visited the site and found that the water <br />level in the pond was elevated. The site is north of 168th Avenue and west of TH <br />47. There is a drainage route out of the pond that includes the ditches along 168th <br />Avenue, a culvert under TH 47 and ponds, swales and a pipe across the Rum <br />River Hills Golf Course. The pipe under 168th Avenue was not draining so the <br />water was pulnpcd over 168th Avenue. The system downstream across the golf <br />(;ottrse was flowing; however, it drained slowly. The water flows into the Rum <br />River on thc cast side of the golf course. The size of the pipe was checked after <br />thc water level was lowered. The pipe may be too small for the area draining to <br />it. Staff advised a drainage study should be performed to verify the size of pipe <br />rCcluircd for this area. The analysis can be performed by staff. The pipe is on the <br />golf course; however, water fi'om the City storm sewer system passes tln'ough it <br />so participation by the City is warranted. If replacement of the pipe is ,justified it <br />nmst be coordinated with the off-season of the golf course. The optimal time for <br />replaccment of the pipe may be after the ground freezes to prevent damage to the <br />turl' surface. <br /> <br />Staff recommends performing the drainage study to analyze this area and provide <br />a recommendation for improving the performance of the drainage system.
