The project <br />would be brought back to the City Council for authorization of the solicitation of <br />bids and construction of the improvements. <br /> <br />Motion to recommend that the City Council authorize the drainage study for the <br />area around 168th Avenue and TH 47. <br /> <br />Action: <br /> <br />I~,ati fy the recommendation of the Public Works Committee. <br /> <br />CASE #5 Project Closeout of TH 47 Improvement Project <br /> <br />Background: <br /> <br />In May of 2000 construction was initiated on TH 47 between 142nd Avenue and <br />Alpine Drive, which created a divided median with turn lanes and substantially <br />widened thc driving lanes. The City undertook the role of lead agency for this <br />pt'eject as it was a high priority for the City. MnDOT assisted with this project by <br />providing construction inspection and preparation of pay estimates for work <br />pcrlbrmed by the contractor. The project was opened to traffic in the fall of 2000, <br />I~owcver, approximately $500,000 of the total $4.9 million project was incurred <br />lbr work, which was performed over the succeeding construction year of 2001. <br />'l'hc work done in 2001 included the installation of landscaping which the <br />,~pccifications stated must survive for two years before final payment can be <br />processed. The last payment the City processed on this project was made in <br />August of 2002. The prime contractor on this project, Richard Knutson Inc., has <br />never requested any additional payment, however, a landscaping subcontractor <br />lhat provided trees for the project has requested a bonus payment, which is <br />provided in the specifications for having over a 90% planting survival rate. <br />MnDOT has reviewed this request and determined this bonus payment to be <br />~ppropriate. <br /> <br />At the present time there are two pay estimates that need to be processed in order <br />to finalize this project. The work associated with this project was separated into <br />three individual projects, each with subcategories for road and storm sewer <br />improvements, plus an additional designation for City water and sewer <br />improvements. The first five project categories have an 80% federal <br />reimbursement and the Sunwood Drive storm sewer, payment group 6 is being <br />reimbursed 44%. The total payment to the contractor will be $39,171.07. The <br />('ity share of this amount will be $15,841.24 with $9.942.18 of this amount <br />~ttributable to the sewer and water trunk fund. The remaining $5,899.06 would <br />be taken from the Public Improvement Revolving (PIR) fund. Staff recommends <br />payment to Richard Knutson Inc. of partial payment voucher 12 in the amount of <br />$33,595.07, and final payment voucher 13 in the amount of $5,576.00 and the <br />rcimburscn~ent fi'om federal funds be submitted in the amount of $23,329.83. <br /> <br />Motion to recommend Richard Knutson Inc. City Council payment of partial <br />payment voucher 12 in the amount of $33,595.07, and final payment voucher 13 <br />in the amount of $5,576.00 and that reimbursement from federal funds be <br />submitted in the amount of $23,329.83. <br /> <br /> <br />
