Councilmember Anderson replied that they would be stating that the land was not on the market. Councilmember Hendriksen stated that he did not think that they should be actively trying to sell the land. If there was a compelling reason to sell it then the Council consider it. Councilmember Zimmerman noted that there could be .envirc;nmental factors on the property they don't know about. Councilmember Kurak stated that s.he did not think that they[ should be trying to market the property. Motion carried. Case #3: Discuss Bituminous Pavement Saw and Seal Principal City Engineer Olson stated that the term" Saw and seal" refers' to the practice of sawing and sealing joints in pavement to control transverse cracking.. In 1996, the State of Minnesota issued a report on the use of the "saw and seal" procedure to accomplish this task. The purpose of this case was to discuss the possibility of taking a proactive approach to .the transverse cracking that occurs on City streets and discuss the options to see if this practice should be considered for future projects. The cost to saw and seal according to 'the recommendation guidelines from MnDOT amounts to about $10,000 per mile and $500 per intersection. This is based on a 30 foot separation between joints. Two candidate projects that provide some time to discuss-this activity are the new section of Sunwood Drive between County Road 116 and Sunfish Lake Boulevard as well as the new section o fYakima Street that was installed in the Highlands at River Park subdivision. Sunwood Drive NW is a Municipal State Aid route with heavy traffic expected. Yakima Street between Alpine Drive and 155th Lane NW is a local residential road with moderate traffic and 155th Lane NW between Yakima Street NW and the cul-de-sac is a tow volume local residential road. The "saw and seal" of the bituminous on Sunwood Drive NW could be done after the final layer of bituminous is installed and could be done at a cost of-$5,500. The "saw-and seal" Of the .bituminous for Yakima Street and. 155th Lane NW at a cost of~$9,500. Councilmember Hendriksen inquired as to why they would not require the "saw and seal" be constructed a s p art o f new improvements rather than the City paying a s ubstantial amount of money. Principal City Engineer Olson replied that is something they could do. Councilmember H endriksen stated t hat t he City provides t he s pecifications o n roads a nd'n ew' developments need to have o ne through s tree( s'o why not add this t o the specifications for a period of time. If it does not turn out to be Cost effective than they can cease doing it. Councilmember Kurak inquired if MSA funds would be available for the projects.
