<br />Planning Manager Larson said that was correct but the RALF fund properties are not truly owned <br />by the City, rather owned on a loan, so if the billboard were to be placed on a RALF property, the <br />loan would need to be bought out. <br /> <br />Paul Hilt, President of Business Development for iDigital, came forward and discussed the project. <br />He was happy to answer any questions about the project. <br /> <br />Councilmember Musgrove asked if the revenue from the billboard lease will go into the general <br />fund or the EDA. <br /> <br />City Administrator Hagen stated he did not know and was not sure if it had been discussed yet. He <br />argued that it should go to the general City revenue since the land is owned by the City and not the <br />EDA. <br /> <br />Councilmember Riley shared this started as a way for the EDA to help local businesses with the <br />fact that most businesses do not have visual contact with the City through Highway 10. <br /> <br />Mayor Kuzma shared he was at the EDA meeting when this was first presented and asked if there <br />would be a discounted rate for small businesses. <br /> <br />Mr. Hilt said yes and it has been put in the proposal that local businesses get a reduced rate and <br />the ability to advertise on other open inventory at a reduced cost. <br /> <br />Councilmember Howell shared she is excited for this and thinks it is great for the local businesses. <br /> <br />Motion by Councilmember Howell, seconded by Councilmember Riley, to adopt Resolution #22- <br />193 approving a Conditional Use Permit for a digital billboard at 7559 Riverdale Dr. NW. <br /> <br />Further discussion: <br /> <br />Councilmember Musgrove asked if a location needs to be designated to the east or the west. <br /> <br />Planning Manager Larson shared it will be at the east location proposed. <br /> <br />Councilmember Woestehoff stated he has been opposed to this billboard; however, there is no <br />legal justification so he will be supporting the project. He asked about Staff’s recommendation of <br />the red and tan brick. <br /> <br />Mr. Hilt said they are open to all of that and shared that iDigital works closely with law <br />enforcement. <br /> <br />Councilmember Heineman shared he was in the EDA when this came up and thinks this is a great <br />move to benefit businesses in Ramsey. <br /> <br />A roll call vote was performed: <br /> <br />City Council / October 11, 2022 <br />Page 6 of 13 <br /> <br /> <br />
