c~ommissioner Shryock stated she liked the idea of Elmcrest. She thought this could be used for
('o~aunity Center for meetings and they do have a lot of associations in the City that could
thc I)uilding.

('ll~lirl)Crson Johns thought this could also fit into Alpine Park. She wondered if moving the
I>uildi~g a mile versus across town would save money.

( !ivil Ii(ngineer II Linton indicated it depended on what the cost would be to lower utilities.

t'~)~n-~issionor Ostrum did not think the Parks Commission would have a problem with moving
thc building to a park but it would lose its historical designation.

Olds thought if the building were to be moved from the site, he would like to see
l>rcscrvation of the trees surrounding it.

#2: Park Dedication of Preliminary Plat of Summerset Meadow

¢:ivil [mginecr I[ Linton explained Pulte Homes has submitted the Preliminary Plat for
,~;umn]crset Meadows. The project was introduced as a sketch plan last spring. The project
rccluirtxl an Environmental Assessment Worksheet (EAW) which was reviewed by the City
('ouncil on .Iuly 26, 2005. The determination was made that further environmental review is not
rcc[uirc:cl. The project also required an EAW for the sanitary sewer extension which was
v~tx, icwt:d by the Minnesota Pollution Control Agency. The determination on this project was
r,.c't_,~tly received allowing this project to go forward. The project site is west of Armstrong
[;ou Icv:_trcl and south of Alpine Drive. The proposed corridor for the Mississippi River Crossing
traw:rscs thc site and right-of-way for this connection is reserved in the plat.

('<)n~missioner Olds stated on the preliminary plat there is a parcel off of Puma Street which is
r~ot inclttclcd in the development. He wondered how this would fall into having a parking lot
tllcrc.

('ix, il l.lnginecr II Linton stated additional detail would need to be worked out before final plat.

Johns wondered how many acres the park would be.

'ix'il l';nginecr Il Linton stated they are proposing 4.25 acres which is where the soccer field sits

o~1.

('h~irl)c'rson Olds wondered what the townhome density was on the comer.

('ix'il t,i~ginecr II Linton stated the overall density is 6 units per acre. They are under the allowed
ii!~t×illltllll in all densities.

Goodroad, Pulte Homes, showed a color rendering of the project and proposed park and
the layout to the Commission.

Park and Recreation Commission/October 13, 2005
Page 3 of 8
