Water quality will be accounted for in the existing ditch sections. • Construction related services such as staking, administration and observation are not included in this proposal. A separate proposal can be submitted once the extent and timing of the improvements is finalized. PRELIMINARY DESIGN It is our understanding that the city has submitted a letter of intent and received a recommendation from MnDOT to submit a full application for the Minnesota Active Transportation (AT) Infrastructure Program. City staff is preparing the full application and the application deadline is December 30th, 2022, delivery deadline to city staff is December 20th, 2022. Preliminary design services are described below: • A survey base map will be prepared from the data previously collected by Bolton & Menk, Inc. • Preliminary roadway and trail layout designs will be developed into exhibits that can be incorporated into the City's AT grant funding application. Trail alignment alternatives will be developed to determine the most cost-effective solution. • Preliminary Cost Estimate Breakdown — breakdowns will include subtotals for roadway, trail, and storm sewer improvements that can be incorporated into the City's AT grant funding application. • Wetland impacts will be considered. According to the National Wetlands Inventory (NWI) there are various wetlands directly adjacent to the roadway corridor. Wetland related services, including a field delineation and permitting replacement plan are included in this proposal. Wetland delineation field work can begin in spring of 2023. We assume if wetland impacts are necessary, credits may be withdrawn from the City of Ramsey Wetland bank. Attached is a map of NWI wetlands throughout this project corridor. FINAL DESIGN Immediately following preliminary design, Bolton and Menk staff will continue to final design and prepare final construction plans and specifications. Specifications will be comprised of Bolton & Menk, City of Ramsey, and MnDOT components and the anticipated plan set will include the following 53 sheets: o Title (1 sheet), o Estimated Quantities/Standard Plates (1 sheet), o Tabulations (1 sheet), o Alignment Plan and Tabulation (2 sheets), o Typical Sections (1 sheet), o Construction Details (2 sheets), o MnDOT Standard Plan Sheets (6 sheets), o Intersection and Pedestrian Ramp Details (2 sheets), o Storm Water Pollution Prevention Plan (3 sheets), o Erosion and Sediment Control (4 sheets), o Existing Conditions & Removals (4 sheets), o 167`h Avenue Plan and Profile —Street and Storm Sewer (8 sheets), o Signage & Striping (4 sheets), and Bolton & Menk is an equal opportunity employer.
