several scenarios they would look at to determine what would happen if nothing changed and <br />what would happened if various development scenarios occurred. <br /> <br />Chair Riley asked what part KKE Architects play in this. <br /> <br />City Administrator Norman indicated McComb Group would KKE to provide concept site plans <br />with different layouts, building types and orientation toward 167th Avenue. <br /> <br />Chair Riley clarified that the fee for KKE Architects is in addition to the study fees, which it is. <br /> <br />Member LeTourneau indicated he would propose completing the redevelopment study and <br />bringing in KKE Architects at a later time. He asked if it would be possible to have the <br />developer who ultimately becomes involved pick up the KKE expense. <br /> <br />City Administrator Norman stated the plans by KKE Architects do not have to be done at this <br />time. He added that it is possible to have a developer pay for this service. He recommends <br />against it for now. <br /> <br />Member LeTourneau stated their services would not bring market analysis information, it is <br />simply a pretty picture. <br /> <br />Chair Riley stated the market analysis would provide a good feel for what would work there. <br /> <br />Member Kiefer mentioned that it also tells how the new Town Center will impact existing <br />businesses. He indicated the role of EDA is to look out for existing businesses that have been <br />giving to the community for years. He feels the EDA should protect their interests and make <br />sure they can co-exist. <br /> <br />Member LeTourneau stated the study provides important information. By performing the <br />interviews they've proposed they will be dealing with actual customers and determining <br />customer needs, customer spotting, interviewing who uses the services, how far they'll go for <br />them, what else they would like to see. <br /> <br />Member Kurak questioned if they could project usage based on the results of their survey. She <br />indicated they could interview those currently using the services but what about those coming. <br />She added that even with the Town Center it is still necessary to have nodes where people can <br />get services easily. <br /> <br />Member Kiefer stated he believes nodes can co-exist with the Town Center but he doesn't have <br />facts to back it up, just a gut feeling.
