City Attorney .Goodrich informed the Commission that if they agree with separating the two <br />positions, then they should recommend that to Council. Then Council, by ordinance, can direct <br />what duties they want the City Clerk to have. He disseminated language for the Commission to <br />review. <br /> <br />The Charter agreed that the positions should be separated. <br /> <br />Commissioner Henke stated that the Commission should get this done and get it moving. <br /> <br />Commissioner Vogt agreed that this should be moved on. <br /> <br />Commissioner Childs stated he would like to see the final language for the Charter before he <br />actually votes on it. <br /> <br />Chairperson Kiefer asked how quickly the Commission could have a draft so this could be acted <br />upon. <br /> <br />Com~nissioner Vogt felt that this could be voted on right now. <br /> <br />Commissioner Childs felt that the Commission should approve it at the final level. <br /> <br />Mr. Goodrich stated he could bring back the final language for a vote. <br /> <br />Consensus of the Commission was that the City should establish the City Clerk format and meet <br />to review final language. <br /> <br />Case #3: Agenda Items/Issues/Comments for a Joint Meeting with City Council <br /> <br />It was suggested that a discussion could be held regarding the separation of the City Clerk and <br />City Administrator and review the revision to the Charter relating to this separation. <br /> <br />The notification process should be discussed - how are people notified when taxes are going up, <br />when assessments are being placed on a property, when public hearings are held, etc. <br /> <br />Staff stated that the Charter says the City has to publish the Ramsey Resident six times a year. <br />We use this paper for notifying the residents of the goings on in the City. The Charter <br />Commission could actually request that the Ramsey Resident be published 12 times if they want, <br />however, it is a budget issue. It would be more costly to have 12 issues published and <br />distributed. Notification is also done in the Anoka Union, and Cable TV. <br /> <br />Commissioner Henke felt that the notification process should be better. Things have happened <br />that she feels residents have not been notified of. <br /> <br />Another issue of discussion for the joint meeting could be the number of Councilmembers. <br />Should there be seven? An issue of discussion could also be wards versus primaries.
