Staff time to amend the map with the ordinance in place, and get feedback. Board Member <br />Bentz concurred that January 1 was acceptable to him. <br /> <br />Chairperson McDilda stated that the busy season has been lost, now developers come in all year <br />round. He stated that because this process has taken so long, he didn't feel that it would be <br />advisable to leave it until January 1. Chairperson McDilda stated that he felt comfortable leaving <br />it up to Zoning & Recycling Coordinator Anderson to follow up, and make a report to the City <br />Council should it be appropriate so the City Council is aware. He stated that as information <br />comes that applies to the EPB, it can be placed in the Board minutes. <br /> <br />Board Member Max stated that his concern with January 1 is that it allows the map to become a <br />"political football." He stated that he felt that the map ought to be a document and he felt it <br />should be done as two disjointed activities. <br /> <br />City Council Liaison Strommen stated that her understanding in conversations with Pat is that <br />the Staff and Council want that tool to be in place. She stated her concern that as plats come in <br />and are reviewed, some opportunities may have already been missed to do some things with the <br />wetlands and environmental issues. Chairperson McDilda concurred, stating he felt the <br />ordinance should be in place so there was strength in enforcement. <br /> <br />Board Member Bentz stated that he didn't feel Peterson would be finished by October. He asked <br />for clarification if the City Council had to look at the maps and approve them. He stated that it <br />could be like the wetland issue that gets pushed back. <br /> <br />Board Member Max stated it could push things back but, when the EPB members were at the <br />planning meeting, they wanted to be able to review and politically challenge the wetland <br />designations. Board Member Max expressed his concern that now they aren't coming fi'om <br />scientific situations exclusively, they're also coming from political expedience. Council <br />Member Liaison Strommen concurred with Board Member Max. <br /> <br />Chairperson McDilda proposed that the EPB remain aggressive until they hear back from <br />Peterson. He proposed that the EPB rely on Zoning & Recycling Coordinator Anderson and his <br />conversation with Staff members, and then make a recommendation to the City Council at the <br />next meeting. He stated that he didn't want to back away from any momentum because it has <br />taken such a huge effort to gain any momentum. He stated that he felt it would be wise to deal <br />with Mr. Enstrom's engineering staff to make recommendations as well. <br /> <br />Board Member Olds stated that he didn't feel there was anything that Mr. Enstrom and his staff <br />could challenge at this point. Board Member Olds concurred that the EPB and Staff should <br />remain as aggressive as they can to get the tool in place; then see if it meets the Engineering <br />Department needs. <br /> <br />Board Member Max asked what Mr. Enstrom's engineer had difficulty with. City Council <br />Liaison Strommen stated that if there were issues that applied across the board, things should be <br />dealt with from that perspective.
