Funding <br /> <br />Trail Development fees <br />(As of July 1,2000) <br /> <br />$41,850.00 <br /> <br />Mallard Ponds Park Dedication <br /> <br />$5,490.00 <br /> <br />Parks/Utilities Supervisor Boos explained that by combining all of the available trail fees with <br />$5,490.00 in Mallard Ponds park dedication, the City will be able to complete over a half mile of <br />trail in the urban area - the east portion of which has been a high priority for a number of years. <br />It was noted that a separate estimate of $67,000 for the trail construction just east of Trunk <br />Highway #47 (Segment C) was received earlier this year. By performing a significant amount of <br />labor with City Staff vs. contracting, the City may be able to pave the entire .6 mile of trail for <br />less than the estimate for the eastern 1,029 feet. Staff, therefore, recommended using the existing <br />trail fees as well as $5,490 (or less than 5%) of Mallard Pond's park dedication contribution to <br />complete this important project. Since 1992, about 7% of park project cost has been scheduled <br />for landscaping. Staff also proposed tree establishment with the trail project. These would <br />primarily be adjacent to County Road #116 and the new path in Rivers Bend Park. By <br />establishing a $2,660 tree budget, the total project cost equates to $50,000. Based upon <br />discussions with Mr. Chris Bulow, developer for Mallard Ponds, staff believes the trail project <br />could be completed by the time Anoka Senior High School opens for the school year. Tree <br />installation would be fall of 2000 or spring of 2001. <br /> <br />Councilmember Zimmerman questioned as to what happened with the possible grant funds that <br />were made available some time ago. <br /> <br />Parks/Utilities Supervisor Boos replied that in 1992, the City received preliminary approval for <br />the grant, but then ran into a roadblock and those monies were no longer available. <br /> <br />City Administrator Norman also noted that earlier in the year the City attempted to meet a grant <br />application deadline, but could not get all the cities together. <br /> <br />Councilmember Zimmerman inquired if the County had any plans for a trail along County Road <br />#116. <br /> <br />Parks/Utilities Supervisor Boos replied no, stating that the County has not been very supportive <br />other thm~ allowing cities to construct a trail. <br /> <br />Councilmember Connolly inquired as to why the trail is being proposed on the north side of C.R. <br />#116 west of T.H. #47 and on the south side of C.R. #116 east of T.H. #47. <br /> <br />Parks/Utilities Supervisor Boos explained that west of T.H. #47 the need for the trail is on the <br />north side, but east of T.H. #47 the pattern seems to be that the south side is heavily used because <br />of the high school. <br /> <br />Finance Committee/July 25, 2000 <br /> Page 3 of 8 <br /> <br /> <br />
