Councihnember Connolly replied that with the library opening on the north side of C.R #116, <br />there may be increased pedestrian traffic on the north side and for people walking to the library <br />with small children it might be difficult having the trail on the south side. <br /> <br />Parks/Utilities Supervisor Boos replied that eventually there will probably be a trail on both sides <br />of C.R # 116, but presently the south side is more buildable and the current wear patterns are on <br />the south side. <br /> <br />Councilmember Connolly inquired if there will be a pedestrian crossing at the entrance of the <br />library. <br /> <br />Parks/Utilities Supervisor Boos replied that he is not aware of any plans, but did note that there is <br />already a pedestrian overpass. <br /> <br />Councilmember Zimmerman inquired if the City of Anoka is aware of the trail plans. <br /> <br />Parks/Utilities Supervisor Boos replied yes, noting that he has been meeting with the City of <br />Anoka on a regular basis. <br /> <br />Councihnember Connolly stated that she would like staff to explore the idea of a trail on the <br />north side of C.R. #116. <br /> <br />The Committee reviewed the funding of the project. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to recommend <br />City Council transfer $41,850 in available trail fees and $8,150 in Mallard Ponds park dedication <br />fees to the Rivers Bend Park fund for the construction of the County Road #116 trail and direct <br />staff to research the possibility of constructing a trail on the north side of C.R. #116. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, and <br />Zimmerman. Voting No: None. Absent: CouncilmemberAnderson. <br /> <br />Case #2: Approve Construction of Cottonwood Park's Bridge <br /> <br />Parks/Utilities Supervisor Boos stated that as part of Coin_nexus Energy's facility construction and <br />development of the Business Park, the City received the 27-acre Cottonwood Park. The open <br />space is intended to benefit the Commercial/Industrial businesses in the area as well as the <br />expected residential uses. In 1997, staff removed brush and graded the site for the bituminous <br />trail. Approximately 90 feet of wetland remained between the two ends of the 4,130' loop of <br />path. The plan called for a bridge at this location. Staff has explored cost sharing the purchase <br />and installation of a bridge with Connexus Energy similar in design to the one at Emerald Pond <br />Park. The estimated cost including concrete abutments is between 15 and 20 thousand dollars. <br />In part, for this reason, the bridge has not been constructed to date.
