has designed a bridge that can be built on site for less than $4,000 in materials - provided <br />Connexus Energy can provide and install the power pole supports. Connexus has agreed to the <br />above and is willing to contribute additional labor. The Cottonwood Park development was <br />funded by the Economic Development Fund (EDA). As part of the original project, $4,000 <br />earmarked for the bridge was unspent. <br /> <br />Councihnember Connolly inquired as to why staff was proposing a bridge rather than a <br />boardwalk. <br /> <br />Parks/Utilities Supervisor Boos replied because of aesthetics primarily. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to approve the bridge <br />design and recommend that City Council authorize staff to complete the Cottonwood Park bridge <br />utilizing the previously designated $4,000 in EDA monies. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, and <br />Hendriksen. Voting No: None. <br /> <br />Case//3: <br /> <br />Approve Year 2000 Park and Recreation Commission Capital Improvement <br />Program and Work Plan <br /> <br />Parks/Utilities Supervisor Boos stated that in December 1999, City Council approved the <br />following y6ars budget which included the year 2000, Parks Capital Improvement Program. As <br />is customary, the Park and Recreation Commission has reviewed the projects and is now <br />recommending City Council authorize staff to complete the projects. These five different <br />improvements have a variety of funding sources as well as different levels of effort required for <br />project completion. The following is a listing .of the requested projects, the funding source, a <br />summary budget and timeline: <br /> <br />Bleacher Replacement/Retrofitting $0 <br />The Minnesota Legislature passed a bill in 1999, known as the "Bleacher Safety Act". The bill <br />would have required substantial modifications or replacement to Ramsey's nine bleachers. The <br />bill was subsequently modified in 2000, to exempt the five-row bleachers, therefore, action is not <br />required. The $21,000 budgeted was intended to be funded by the capital equipment replacement <br />fund. <br /> <br />Central Park Expansion $32,000 <br />The purpose of this expenditure was to begin to set aside monies for the purchase of 35 acres east <br />of Central Park for expansion. If the property was available before the monies saved are enough <br />for purchase, the $32,000 could also be considered a land payment. Unfortunately, this item was <br />deleted as part of the budget balancing required at the end of the year. The funding source would <br />have been the general fund. Staff requested that the City Council consider monies to be set aside <br />beginning in 2001, as part of the budget, for the purchase of Central Park East. <br /> <br />Finance Committee/July 25, 2000 <br /> Page 5 of 8 <br /> <br /> <br />
