Mayor Gamec stated that he was under the impression that the funds were being set aside as part <br />of this year's budget. <br /> <br />Consensus of the Council was that funds should be set aside as part of the 2001 budget. <br /> <br />Elmcrest Park, Initial Development $20,000 <br />This expenditure, funded from the Lawful Gambling Improvement program is intended to initiate <br />the planning and development of Ramsey's 5th Community Park. The work will entail: boundary <br />survey, topographic survey, wetland delineation and scaleable basemap. The above is necessary <br />in order to prepare a park plan for bidding, dirt work and other aspects of park development. The <br />Finance Committee may also be aware that the annual land rent is being credited to this park's <br />development with approximately $1,800 received to date. Staff is also in discussions with an <br />area nursery for a tree growing partnership on the edges of Elmcrest Park. Staff requested that <br />they be authorized to hire a smweying firm to prepare a base map. <br /> <br />Rivers Bend Playground $50,000 <br />Each year the City has attempted to replace existing play equipment that does not meet <br />Consumer Product Safety Commission guidelines with new play structures. This project would <br />be funded from the depreciated amount within the Capital Equipment Replacement Fund from <br />the original late '80s purchase. The Commission is recommending that bids be requested from <br />playstructure vendors for both contract installation as well as volunteer installation. The intent <br />would be to use volunteers to receive more play value - if an effective volunteer installation can <br />be assured. <br /> <br />Action Required: <br /> <br /> 1) Request bids for playstructures <br />2) Invite proposals for volunteer installation <br />3) Receive Park and Recreation Commission direction on volunteers or <br /> Contract installation and vendor selection <br />4) City Council awards bid <br /> <br />Solstice Park Irrigation and Landscape $45,000 <br />The majority of this $45,000 project, financed by the Landfill Trust Fund's interest earnings, <br />would be for needed irrigation and landscape improvements to this 1.8-acre park. In addition to <br />a significant amount of needed landscaping, a horseshoe pit and "washer pit" would be <br />constructed as well as a volleyball court and entry signage. It was noted that the property to the <br />east might be developed with townhomes, including the dedication of additional park acreage for <br />a ball field. The timing of this may work well for the field space to be irrigated following this <br />project. The park dedication monies may pay for improvements to the expansion area. <br /> <br />Action Required: <br /> <br /> 1) City staff designs a park plan and an irrigation system <br />2) Staff hires, individually, the various trades to work with staff in the <br /> construction of this project <br />3) Landscape materials and plants are purchased after quotations <br />4) An entrance sign is designed and constructed. <br /> <br />Finance Committee/July 25, 2000 <br /> Page 6 of 8 <br /> <br /> <br />
