Final Site Plan Review: Ramsey Office Plaza <br />December Q, 2005 <br />Page $ of 5 <br /> <br />initially be constructed to serve this property and terminate in a telmporary cul-de-sac. Once property to <br />the no~th is developed, this cul-de-sac and easements must be abandoned and connected to the planned <br />road network, it should also be noted that public rightzof-way will be-required north of Lot 1 to <br />construct 145ti' Avenue across Outlot A. Various solutions have been discussed but nothing has been <br />agreed upon. It has been decided by the City Council that the precise alibmment of 145t' Ave. across <br />Outlot A will be determined at a later date. <br /> <br />Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was completed that <br />anticipated the type and size of development shown on the plat. The proposed development is <br />consistent with the traffic modeling system used as part of the AUAR an~ysis. Regional. road <br />improvements to facilitate the whole Ramsey Town Center developmen[ have been. a~eed upon and <br />have already begun construction. This proposed development does not generate more traffic than was <br />anticipated. <br /> <br />Building Height: The TC-1 Distr/ct requires buildings to be 2-5 stories in height. The proposed office <br />building is 3 stories and therefore meets the height requirements. <br /> <br />Parking Standards: City Code states that office uses within the ToWn Center are required to provide a <br />minimum of 3 parking stalls per 1,000 square feet. With 58,873 square.feet of office space, City Code <br />requires a total of 174 parking spaces for this building. The site plan shows a total of 137 on-site <br />parking stalls and 26 on-street parking'stalls for a total of 159 parking stalls. It is Staff's understanding <br />that portions of the first floor may be used for retail uses. If so, a minimum of 4 parking stalls per 1000 <br />square feet must be utilized. The site plan indicates there will be 4,660 square feet of retail space and <br />an undetermined amount of space used for a restaurant. It also appears that that You have deducted <br />some of the common areas in the building for purposes of calculating parking requirements, please <br />provide information on the -amount and type of space that was deducted. This issue was raised at time <br />of preliminary site plan approval andno response has been received to date. If the parking needs for <br />the Raxnsey Office Plaza building cannot met with the parking lot as shown, additional parking spaces <br />may be required. <br /> <br />Parldng requirements for the entire block will be re-evaluated as site plans for the twvo remaining <br />buildings come forward. City Code also states that a development cannot exceed parking stall <br />minimums by more than 25%. This will also be reviewed when furore site plans for the block come <br />forward. <br /> <br />Signs: Please note that all signs for the proposed building must be approved through a separate sign <br />permit process. <br /> <br />Town Center Development Review Guidelines: The Town Center Technical Advisory Committee <br />(TCTAC) reviewed the proposed site plan on September 21, 2005 and provided comments regarding <br />the design. The major issue brought forward by the group ,,vas the use of stucco as an exterior material. <br />This has been resolved by replacing the stucco with kasota techture material.
