Final Site Plan Reviews,: Ramsey Office Plaza <br />December 9, 2005 <br />Page 4 of 5 <br /> <br />Public Redm/Stree;scape: The site plan shows two recessed plaza,type areas along the Sunwood Drive <br />frontage, which are highly encouraged by the Town Center Development Guidelines. The TCTAC was <br />supportive of including these elements along the Sunwood Drive frontage. Additional detail on these <br />areas should be provided dm-lng final site plan review. <br /> <br />Site Development: The site plan is meeting the land use and building placement standards established <br />in the Town Center Guidelines. The building is providing a vertical mix of uses, a' zero lot line'setback <br />along Sunwood Drive, shared parking, a sufficient number of parking stalls, recessed gathering spaces, <br />and Parking lot design adjacent to accessory streets. ' '. <br /> <br />Architecture: In accordance with stated goals of the Town Center Development Guidelines, detailed <br />elevations regarding architecture for the building have been provided. The TC-1 District requires <br />buildings to be 2-5 stories [n height. The site plan is pr~Sposing a three-story building that will house <br />office and retail space. Exterior building materials .will consist of brick, stone, and Kasota Techture <br />CMU. The od~nal site plan showed stucco as part of the exterior. This has been eliminated and <br />replaced with the Techmre CMU material. This change is acceptable. Overall, the TCAC was <br />impressed with the architecture of the proposed building, You have -indicated that several different <br />colors will be used; please provide color elevations for all sides of the building. These should be <br />available for review at the City Council meeting. <br /> <br />The architecture guidelines specifically state that the building should maximize glass openings on <br />building flcades, specifically at ~ound level. The development guidelines recommend a minimum of <br />50% of the total fa,cade at gound love[ to include windows and 40% window coverage above ground <br />level. While it appears that the proposed building will meet these requirements, we ask once again for <br />you to please submit glass coverage calculations so this can be verified. <br /> <br />A 50% brick recommendation has also been incorporated into the development guidelines. Please <br />submit calculations that describe the percentage of brick proposed for the building. <br /> <br />Summary. of Design Guidelines: The proposed office building appears to meet the Town Center <br />Development Guidelines. Please provide calculations related to glass coverage and brick percentage <br />for the building so that Staff may confirm that the building meets the design standards for g.lass <br />coverage and brick percentage. <br /> <br />Waste Stora,e: City Code requires that all solid waste and refuse receptacles be stored within a <br />completely screened structure or container. The site plan indicates the refuse receptacles will be stored <br />indoors. <br /> <br />Lighting: Please provide the City, with details regarding the lizhtin_o that will be on the building and <br />.located in the '~-' o <br /> pm,,m~ lot for reviewl City, standards require that the luminaire (light source) must not <br />be visible ii'om beyond the property line.
