Preliminary Plat and Preliminary Site Plan Review: Ram~ey Town Center 12tn Addition <br />November 2_3, 2005 <br />Page 3 of 7 <br /> <br />10. <br /> <br />Grading and Drainage: Staff has received a gra~ding and drainage plan for the <br />development and has the following comments. Stormwater calculations must be submitted <br />to the City and Lower Rum River Water Management Organization' for verification of <br />conformance with the master drainage pl.an. The rock conslruction entrance on the <br />Stormwater Pollution Prevention Program (SWPPP) should be replaced with the <br />requirement for daily sweeping of adjacent streets during active, construction and as <br />required by the city. ' <br /> <br />A SWPPP is .required for this project. It must reference the SWPPP prepared for the Ramsey <br />Town Center Project and provide for transfer of responsibility from RTC, LLC to this <br />developer and contractor. <br /> <br />The grading plan shows proposed retaining wails along the non-garage sides of the buildings. <br />This will provide level areas adjacent to the buildings that can be used by the residents. <br />There are areas where the grade slopes away from the building at a 4:1 slope down to the <br />street. Raising the retaining wall height may provide more level area adjacent to the building. <br />The plans show sidewalks from internal street to the trail along Bunker Lake Boulevard. <br />These sidewalks all have steps. Please investigate providing one (t) accessible route with out <br />steps between 147t" Terrace and Bunker Lake Boulevard. <br /> <br />The proposed plan indicates some of the buildings will have up to 6 feet of foundation <br />exposed below the first floor. Taller plantings must be provided in these areas as noted in the <br />landscaping comments below. <br /> <br />The "For Reference Only" note on all sheets should be moved to the right side of the sheet. <br /> <br />Utilities: This subdivision will be served by sanitary sewer .and.city water services that will <br />be extended into the development. The utilities are stubbed to the lots from the previous <br />development. <br /> <br />The invert elevations of the proposed building services must be shown on the plans. The <br />vertical separatic}n between the water and sanitary sewer services'must be 18". Installation of <br />one water service per building precludes conversion of the units to townhomes in the future. <br />The main water meter must be in an accessible space, not in an individual unit. <br /> <br />Water, Sanitary Sewer and Storm Sewer will need to be extended from south of Bunker Lake <br />Boulevard to serve this project. The proposed points of location shown on' these plans <br />assume construction of P,.TC 8th addition, additional plans will be required if RTC 8"~ <br />addition is not constructed prior to this project. The utilities south of Bunker Lake Boulevard <br />were included in the proposed assessments of the Master Development Agreement for <br />Ramsey Town Center. Construction of the utilities must be coordinated with the city and <br />conform to the assessment process. Assessments are addressed later in this letter. <br /> <br />-416- <br /> <br /> <br />
