PC CASE <br /> <br />DISCUSSION REGARDING THE OFFICIAL MAP BOARD OF APPEALS <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background: <br /> <br />The City Council established an Official Map Board of Appeals in the spring of 2004. <br />In 2004 the City determined that the properties lying between Highway 10 and. <br />Burlington Railroad tracks, from the Ramsey/Anoka border to Armstrong Blvd. N.W., <br />are integral to the future improvement of the U.S. Highway 10 transportation system. <br />These properties were identified on an Official Map and rezoned to H-1 Highway <br />Business. The intent of the H-1 Highway 10 Business District is to allow for uses that <br />minimize traffic, vehicular access, and facilitate orderly transition of the corridor while <br />allowing the property owners the ability to utilize their property for economic benefit <br />until such time as the U.S. Highway 10 transportation system improvements are initiated. <br /> <br />Any land use applications for new construction, additions or remodeling on properties <br />located in this H-1 District are subject to a review by the Planning Commission and <br />approval of the City Council. In the event the City Council finds that the application <br />does not meet the intent of the H-1 District, the Council may deny the application. The <br />Official Map ordinance provides that there shall bean Official Map Board of Appeals <br />established for the purpose of reviewing appeals to land use applications that are denied <br />by the City Council. <br /> <br />The Official Map Board of Appeals shall consist of 5 members (1 Planning <br />Commissioner and 4 Ramsey residents and/or business Owners). <br /> <br />Recruitment <br /> <br />Staff has conducted several recruitments for the Official Map Board of Appeals; <br />however, there has never been enough interest for the City to actually make <br />appointments. Several residents have expressed an interest in the Board, however, many <br />have either not submitted applications or they have not showed up for their interview. <br />Staff utilized all of the city's communication mediums to advertise the vacancies on the <br />Official Map Board of Appeals, including the Ramsey Resident, the City's web-site, <br />QCTV, the City Hall sign and the Anoka County Union. <br /> <br />Currently, there is no urgency to fill the seats on this board; however, staff is seeking <br />direction regarding recruiting members. <br /> <br />-624- <br /> <br /> <br />
