Case #4: <br /> <br />Consider Storm Sewer Improvements at 168th and TH 47. <br /> <br />Assistant Public Works Director Olson stated staff received'a cai1 from a resident after the recent <br />heavy rains ream'ding the level of water in the adjacent pond. Staff visited the site and found that <br />the water level in the pond was elevated. The site is north of 168th Avenue and west of TH 47. <br />There is a drainage route out of the pond that includes the ditches along 168th Avenue, a culvert <br />under TH 47 and ponds, swales and a pipe across the Rum River Hills Golf Course. The pipe <br />under 168~' Avenue was not draining so the water was pumped over 16arb.Avenue. The System <br />downstream across the golf course was flowing; however, it drained sloWl5;. The water flows <br />into the Rum RAver on the east side of the golf course..The size of the pipe was checked after the <br />iwater level was lowered. The pipe may be too small for the area draining to it. He advised, a <br />drainage study should be performed to uerify the size of pipe required for this area. The analysis <br />cm'~ be performed by staff. The pipe is on the golf course; however, water from the City storm <br />sewer system passes through it so participation by the City is warranted, ff replacement of the <br />pipe is justified it must be coordinated with the off-season of the golf course. The optimai time <br />for replacement o f the pipe may be after the g'round freezes to prevent damage to the 'turf surface. <br /> <br />Assistant Public Works Director Olson advised staff recommends performing the drainage study <br />to analyze this area and provide a recommendation for irnprov/.ng the performance of the <br />drainage system. Am a~eement would be drafted with the golf course to divide the costs of the <br />improvements and provide access to the sire to perform the work. The project would be brought <br />back to the City Council for authorization of the solicitation of bids and construction of the <br />improvements. <br /> <br />Motion by Mayor Oamec, seconded by Councihrlember Olson, to recommend that the City <br />Council authorize He drainage study for the area around 165:~' Avenue and TH 47. <br /> <br />Morion can'/ed. Absent: Cha/rperson Elvig. <br /> <br />Case #5: Project Closeout of TH 47 Improvement Project <br /> <br />City Engineer Jankowski explained in May of 2000 construction was irdtiated on TH 47 between <br />142''d Avenue and Alpine Drive, which created a divided median with mm lanes and <br />substantially widened the driving lanes. The City undertook the role of lead agency for this <br />project as it was a high pr'iofity for the City. MnDOT assisted with this project by providing <br />construction inspection and preparation of pay estimates for work performed by the contractor. <br />He explained the project was opened to traffic in the fall of 2000, however, approximately. <br />$500,000 of the total $4.9 m/Ilion project was incurred for work, which was performed over the <br />succeeding construction year of 2001. The work done in 2001 included the installation of <br />landscaping which the specifications stared must survive for two years before final payment can <br />be processed. The last payment the City processed on this project was made in August of 2002. <br />The prime contractor on this project, Richard I%nutson l. nc., has never requested any. additional <br />payment, however, a landscaping subcontractor that provided trees for the project has requested <br /> <br />-645- <br /> <br />Public Works Committee / October 18, 2005 <br /> Page 5 of 8 <br /> <br /> <br />
