Case #4: Authorize the Purchase of Snack Machine for City Hall <br /> <br />Assistant City Administrator Moore-Sykes stated that since May, the Labor/Management <br />Committee has been meeting on a regular basis to discuss issues and concerns that affect the <br />staff. In August, a suggestion was made to research the possibility of purchasing a snack <br />vending machine. The proposed snack machine would be installed near the current soda <br />machines. One of the main reasons stated for the purchase included the need to have a more <br />secure means of selling and storing snacks because there has been occasions where unauthorized <br />access to City Hall offices have resulted in the theft of both snacks and money. Two of those <br />instances occurred this summer. Another stated reason was that profits made as the result of the <br />sale of these snacks could be used to fund employee activities, such as employee holiday <br />lunches. Information about the cost of the vending machine was gathered by the members of the <br />Labor/Management Committee (LMC). Machine prices range from approximately $450 to <br />$2,500. In reviewing this information, the Committee. found that the prices were indicative of <br />the size and options available for each machine. The Committee indicated that the machine that <br />they felt would best be suited for City Hall use is one that costs $1,450. This machine is capable <br />of holding more snacks, provides storage for snacks, and has a dollar bill changer. The <br />Committee proposed that the initial proceeds from the sale of the snacks be used to repay the <br />City Contingency Fund, if Council approves the purchase of the machine, staff recommended <br />that the City Council authorize the purchase of the snack machine as recommended by the LMC, <br />from Jen's Vending and approve the transfer of funds from the City's Contingency Fund to the <br />General Fund building fund to purchase a snack machine for $1,450. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to recommend <br />that City Council authorize the purchase of the snack machine as recommended by the <br />Labor/Management Committee, from Jen's Vending and approve the transfer of funds from the <br />City's Contingency Fund to the General Fund Building fund to purchase a snack machine for <br />$1,450. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />1) Diamonds Sports Bar <br /> <br />Finance Officer Lund stated that Diamonds Sports Bar still owes the City for park dedication <br />fees and storm water management fees. A letter was sent to the owners of Diamonds requesting <br />the first year's payment plus interest and they responded that the business would not survive if <br />they have to make a large payment to the City. Staff inquired into the possibility of including the <br />charges on their property taxes, but were informed that that was not a possibility because the <br />charges were part of development of the property. If the business were to file bankruptcy, the <br />City would receive nothing.
