Chairperson Cook stated that the City needs to keep the owner assured that they are interested in <br />the land. <br /> <br />Consensus of the Commission was to request that City Council establish a fund for Central Park <br />land acquisition, which would allow for the purchase of the land when the land becomes <br />available and would show intent to the landowner if funds were being set aside for the purchase. <br /> <br />Parks/Utilities Supervisor Boos presented the Commission with a letter received from the RYAA <br />Board requesting that the City begin the work on Elmcrest Park due to the expanding need for <br />soccer fields. <br /> <br />Commissioner Johns inquired if there will be survey work completed at Elmcrest Park this year. <br /> <br />Parks/Utilities Supervisor Boos replied that funds have been set aside for survey work, but <br />nothing has been approved as of yet by the City Council. <br /> <br />Motion by Commissioner Ostrum, seconded by Commission Rolfe, that the Commission <br />acknowledges the letter received from the RYAA Board and that the Commission will take their <br />concerns under advisement, but in the mean time if RYAA is having problems with field <br />availability they should be directed to contact staff to make use of other available fields. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Ostmm, Rol£e, Asfahl, Johns, and <br />LaMere. Voting No: None. <br /> <br />Consensus of the Commission was to direct staff to bring forward the Elmcrest project for City <br />Council approval. <br /> <br />Parks/Utilities Supervisor Boos stated that the River's Bend Playground equipment is due to be <br />replaced this year and explained that the volunteer installation of the playground equipment at <br />Central Park went fairly well, but felt there is something to be said about purchasing the <br />playground equipment and having it installed professionally. <br /> <br />Commissioner Rolfe replied that by having the equipment installed by volunteers they were able <br />to get twice the equipment. <br /> <br />Chairperson Cook stated that in the future if the City is going to use volunteers they should do <br />so on projects that do not have as much liability. <br /> <br />Commissioner Rolfe stated that if a better coordinating effort by the volunteers was done for the <br />equipment at Central Park the installation would have gone a lot smoother. <br /> <br />Parks/Utilities Supervisor Boos suggested advertising for bids for the entire $50,000 for Rivers <br />Bend Play equipment with volunteer installation and with professional installation. <br /> <br />Park and Recreation Commission/June 8, 2000 <br /> Page 6 of 8 <br /> <br /> <br />
