Voting Yes: Chair Cook, Commissioners, Droegemueller, Johns, and LaMere. <br />Voting No: None. <br /> <br />Case #5: Discuss Central Parks Entrance Treatment <br /> <br />Parks/Utilities Supervisor Boos stated during the case in which City Council approved of the <br />2000 Park's Capital Improvement Program, Council requested that the southwest comer of <br />Central Park receive development worthy of its entrance to the park and its value in advertising <br />Ramsey to out-of-town visitors. The intent would be for this to be substantially complete by the <br />2001 Community Picnic. Staff has hired the 'firm of Landform Strategies to assist the <br />Commission in concept planning. Landform Strategies is expected to meet with the Commission <br />on Thursday, November 9, 2000 to explore various ideas for this comer of the Park. <br /> <br />Case #6: Consider Pit Latrine for Emerald Pond Park <br /> <br />Parks/Utilities Supervisor Boos stated that at the Commissions December 1999 regular meeting, <br />the Commission agreed that Lawful Gambling Fund Program could fund the construction of Pit <br />Latrines for a park each year that a volunteer project was not proposed for the monies. There <br />were no volunteer proposals this year. For 2001, the Five-Year Capital Improvement Program <br />shows appropriations of $3,000 from Ace Solid Waste's regular donations. Staff recommended <br />using the funding to allow staff to construct a pit latrine in the winter months to be installed at <br />Emerald Pond Park in the spring. <br /> <br />Commissioner Droegemueller stated that he would like to get this started at one of the parks and <br />then eventually get them in all of the parks. <br /> <br />Chairperson Cook stated that the pit latrines have been a really easy maintenance item at <br />Hennipen County parks. <br /> <br />Motion by Commissioner Droegemueller, seconded by Commissioner Johns, to approve up to <br />$5,000 in Lawful Gambling Fund Improvement Program monies previously allocated for 2000 to <br />compliment the 2001 capital improvement plan. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Droegemueller, Johns, and LaMere. <br />Voting No: None. <br /> <br />COMMISSION/STAFF INPUT <br /> <br />1) Note Proposed Townhouse Project <br /> <br />Parks/Utilities Supervisor Boos noted that park dedication is due if the land is subdivided, but if <br />a property is not subdivided, park dedication is not received. He stated that the Commission <br />needs to look at how to collect on a per unit basis rather than on subdividing land. <br /> <br />The Commission discussed at length the discussions that had occurred regarding the Mallard <br />Ponds proposed development of apartments. <br /> <br />Park and Recreation Commission/October 12, 2000 <br /> Page 6 of 7 <br /> <br /> <br />
