PC CASE # 5

CONSIDER GRANTING A LEAVE OF ABSENCE TO A CITY EMPLOYEE

By: Givonna Reed, Human Resources Manager

Background:

Amy Geisler, Planning Associate, is currently on family and medical leave due to the
birth of her child. The 12 weeks of leave to which Ms. Geisler is entitled under the
Family and Medical Leave Act will expire on January 14, 2006. Ms. Geisler has
requested an extension of her time off for an additional seven weeks in order to care for
her child. If approved, this additional leave would be covered under Section 3.20.11 of
the City Code, Leaves Without Pay. The policy states the following:

The Council may grant any regular employee a leave of absence without pay for a
period not exceeding 90 days except that it may extend such leaves to a maximum
period of one year in case the employee is disabled or where extraordinary
circumstances, in its judgment, warrant such extension. No vacation or sick leave
benefits shall be banked during a leave of absence without pay and certain
changes in benefits may be affected.

If approved by the City Council, Ms. Geisler would be on leave without pay from
January 16, 2006--March 3, 2006. Ms. Geisler would not accrue paid leave during the
seven weeks of leave without pay and the City would not make its regular contribution to
health and basic life insurance premiums on her behalf.

Staff Recommendation:

Consider granting seven weeks of leave without pay to Amy Geisler to care for her child.

Committee Action:

Based on the discussion.

PC: 1/10/06

GSAdministration\HiwaanResources\Leave\Leave of Absence\Geisler Jan 2006.doc

-385-
