and operation of a 150-foot monopole telephone tower. Equipment cabinets will be located in a <br />9.5' x 2.5' area on the south side of the tower base. There is little existing tree cover in the <br />proposed vicinity of the tower base and the applicant is proposing to install security fencing and <br />additional plantings for screening. The landscape plan will be reviewed by the Park Board. City <br />Code restricts tower heights in Residential districts to 75 feet. It also states that City Council <br />may increase the height if it is needed to accommodate a second use and the surrounding <br />topography, structures, vegetation and other factors make the height limit for a complying tower <br />impractical. The applicant has designed the proposed tower to accommodate two other users. <br />The proposal has been forwarded to an independent consultant for confirmation that there are no <br />other structures in the area high enough to accommodate the antenna and that the applicant has <br />justified the request for increased height. <br /> <br />Citizen Input <br /> <br />John Erickson, 17431 Chameleon Street NW, Ramsey, stated that there is a proposed blacktop <br />driveway accessing the facility, Chameleon Street isn't even blacktopped. He is opposed to the <br />tower. <br /> <br />Pat Conlin, US West Wireless, 426 North Fairview Street, St. Paul, stated that they have a <br />license granted by the federal government to provide wireless services. She explained that they <br />are trying to design a large foot print and provide coverage to the local loop. Ms. Conlin <br />explained that U.S. West has worked with the park department to design a site to meet current <br />code requirements and meet the intent of the proposed code. The tower would be located on the <br />east side of Shawn Acres Park, closely bordering the wetland area. She stated that they are <br />attempting to add value to an undeveloped park by placing a paved access to the site that would <br />allow a place for parking since there are future plans to construct a baseball field. They would <br />work with the parks department to develop a landscaping plan. <br /> <br />Jean-Jacques Fotzeu, RF Systems Engineer, US West Wireless, reviewed the coverage that <br />would be needed and the reasoning for the 150 foot pole. <br /> <br />Commissioner Johnson inquired if the applicant is aware of the extension of the 60 day decision <br />rule. <br /> <br />Community Development Director Frolik replied yes. <br /> <br />Commissioner Johnson inquired if the public hearing should be continued. <br /> <br />City Attomey Goodrich replied yes. <br /> <br />Don Walentiny, 17325 Chameleon Street NW, Ramsey, stated that the proposed road into the <br />property would leave no room to develop the park.
