The City Council reviewed the proposed ordinance on June 13, <br />2000 and directed City Staff to schedule a public heating at the July Planning Commission <br />meeting. <br /> <br />Citizen Input <br /> <br />Commissioner Nixt inquired if the proposed language in the ordinance is included in the <br />proposed Comprehensive Plan. <br /> <br />City Attorney Goodrich replied yes, but the wording is more vague. <br /> <br />Commissioner Nixt inquired if the ordinance is limited to R-1 Urban Residential development. <br /> <br />City Attorney Goodrich replied that the ordinance would be in affect for any residential <br />development within the MUSA. <br /> <br />Commissioner Johnson stated that the proposed ordinance calls for a 1,000 foot buffer area, but <br />there are some parcels in the City where the 1,000 foot buffer would take up the entire parcel. <br /> <br />City Attomey Goodrich replied that the Charter was written to protect the transition areas and <br />existing subdivisions but does not indicate exactly how to do that. <br /> <br />Commissioner Johnson questioned if the variance procedure, in its current form, addresses the <br />unique situations that may arise. <br /> <br />City Attorney Goodrich replied that it could conceivably address those situations. He explained <br />that the ordinance is an attempt to maintain the spirit and the intent of the Charter. <br /> <br />Commissioner Nixt stated that in his opinion the intent of Chapter 14.2.1 was not to take a 1,000 <br />foot buffer area, but to have a phased transition of densities. In his opinion this ordinance goes <br />beyond what is indicated in the Charter and does not allow for any flexibility. <br /> <br />Chairperson Anderson stated that he was uncomfortable with conducting a public hearing <br />without giving residents a chance to review the proposed ordinance. <br /> <br />Commissioner Nixt noted that the public hearing was properly advertised. <br /> <br />Kerry Manual, 15668 Juniper Ridge Drive NW, Ramsey, requested an example of how the <br />transition would be done. <br /> <br />Mr. Smith stated that he voted for the Charter Amendment because he wanted neighborhoods <br />around them to be developed similar to theirs. <br /> <br />Planning Commission/July 10, 2000 <br /> Page 9 of 20 <br /> <br /> <br />
